The European Neighbourhood Policy is a key part of the foreign policy of the European Union (EU), through which the EU works with its southern and eastern neighbours with a view to furthering its interests and achieving the closest possible degree of political association and economic integration. The policy is underpinned by a set of values and principles that the EU seeks to promote. The European Neighbourhood Policy – Values and Principles carries out a legal analysis of the values and principles that form the basis for the European Neighbourhood Policy – respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights (including the rights of minorities), plus the principles of conditionality, differentiation and coherence. This collection explores the instruments that the EU has deployed under the European Neighbourhood Policy to spread its values and to achieve its interests. It assesses to what extent the EU has been (and is) consistent in upholding its values in its relations with neighbouring countries, and examines how these values have been received by these countries. The rekindling of the European Union enlargement talks and Brexit require a reappraisal of the law of the EU's proximity policies. Resisting Europe conceptualizes the foreign policies of Europe—defined as the European Union and its member states—toward the states in its immediate southern “neighborhood” as semi-imperial attempts to turn these states into Europe’s southern buffer zone, or borderlands. In these hybrid spaces, different types of rules and practices coexist and overlap, and negotiations over meaning and implementation take place. This book examines the diverse modalities by which states in the Mediterranean Middle East and North Africa (MENA) reject, resist, challenge, modify, or entirely change European policies and preferences and provides rich empirical evidence of these contestation practices in the fields of migration and border control, banking and finance, democracy promotion and telecommunications. It addresses the complex question of when and how MENA states capitalize on their leverage and interdependence in their relationships with Europe and contributes to a more comprehensive understanding of Europe-Middle East relations, while engaging with broader debates on power and interdependence, order and contestation in international relations. This book examines the perception of European Union’s identity by the main actors in international relations. Analysing issues related to public discourse in third countries as demonstrated by, amongst others, their political elites, civil society, and think-tanks, the book highlights a ‘normative gap’ with regards to the European Union's self-definition/perception and its perception in the international environment.
