The emergence of new powers fundamentally questions the traditional views on international relations, multilateralism or security as a range of countries now competes for regional and global leadership - economically, politically, technologically and militarily. As the focus of international attention shifts from the Atlantic to the Pacific, the European states in particular are seen to lose influence relative to the emerging economic powerhouses of China, Russia, India and Brazil. European nations find themselves too small to engage meaningfully with these continent-sized powers and, in an increasingly multipolar world are concerned their influence can only continue to decline. This book analyses the shifts in the structure of global power and examines the threats and opportunities they bring to Europe. Leading European Contributors reflect on how the EU can utilise collective strength to engage and compete with rapidly developing nations. They examine perceptions of the EU among the emerging powers and the true meaning and nature of any strategic partnerships negotiated. Finally they explore the shape and structure of the international system in the 21st century and how the EU can contribute to and shape it.

The European Union is a leading actor in international development, providing more than half of the world’s foreign aid, but also a unique case, combining the characteristics of a bilateral and a multilateral donor. Despite the general acknowledgment that policy coordination substantially improves both the effectiveness of foreign aid and the visibility of the EU in the international arena, Member States have consistently resisted any intrusion into what they consider a key area of their national sovereignty. The increases in volume of aid, the ambitious agenda on aid effectiveness, and the adoption of the European Consensus on Development indicate a change of direction. Using development policy as a starting point, this book provides a systematic analysis of the interaction between the European Commission and Member States. It explores the conditions in which the European Commission influences outcomes in the EU decision making process. It ultimately argues that the European Commission plays a leadership role, but this leadership is contingent upon the presence of an institutional entrepreneur, its internal cohesiveness, and the astute use of a repertoire of tactics. Demonstrating that development policy may provide fresh insights into EU integration theory, this book will be of interest to students and scholars of European Politics and International Development.

The relationships between the European Union and developing countries in Africa, the Caribbean and the Pacific (or ACP countries) have been called a model for North South development cooperation. The Lomé Conventions were the embodiment of this model. After 25 years, the European Union and the ACP group signed a new partnership agreement, the Cotonou Agreement. Given the disappointing results of the former conventions, this book investigates the innovations in the EU-ACP relationship. Authors from different backgrounds (including law, political science and economics) analyze the forces that gave rise to the new agreement as well as the negotiating process of the new agreement, and the negotiations that are taking place to produce the planned Economic Partnership Agreements (EPA) that are to replace the existing non-reciprocal trade preferences that are incompatible with WTO law. The potential benefits of EPAs are discussed, as is the alternative in the shape of an improved and general preferential system. The amended mechanism for aid delivery, the increased stress on political dialogue between the partners and the introduction of more civil society participation in the cooperation are extensively analyzed and discussed. The effects of the introduction of the Euro and the effect of the planned stimuli on Direct Foreign Investment in ACP economies make this volume very complete in coverage of the ACP-EU relations. Its relevance extends far beyond the ACP-EU relationship as it shows and discusses particular solutions for problems that occur in North South relations in general.
