This book explores the interaction of the EU in Greece, Slovenia, Croatia, and Macedonia in three key policy sectors – cohesion, border managements and the environment – and assesses the degree to which the European Union’s engagement with the democracies of South East Europe has promoted Europeanization and Multi-Level Governance. Although there is a tendency to view the Balkans as peripheral, this book argues that South East European states are central to what the EU is and aspires to become, and goes to the heart of many of the key issues confronting the EU. It compares changing modes of governance in the three policy areas selected because they are contentious issues in domestic politics and have trans-boundary policy consequences, in which there is significant EU involvement. The book draws on over 100 interviews conducted to explore actor motivation, preferences and perceptions in the face of pressure to adapt from the EU and uses Social Network Analysis. Timely and informative, this book considers broader dilemmas of integration and enlargement at a time when the EU’s effectiveness is under close scrutiny. The year 2008 will be a decisive one for the process of regional cooperation in South East Europe (SEE). First, the transition from the Stability Pact to the Regional Cooperation Council (RCC) will become effective with the establishment of the RCC and its Secretariat in Sarajevo, indicating a major evolution towards more regional ownership. Secondly, the renewed and reframed Central European Free Trade Agreement (CEFTA), or CEFTA 2006, will officially enter into force for all parties. Third, the Slovenian European Union presidency will endeavor to reaffirm the 2003 EU Thessaloniki Agenda, and work towards the completion of the network of Stabilization and Association Agreements and the enhancement of regional cooperation in several areas. This book addresses the challenges and prospects of regional cooperation in SEE by considering the increased diversity in the region, the new divisions and contradictions induced by the latest round of EU enlargement, the coexistence of numerous cooperation programs, and the still unresolved hard security issues. The book also discusses why SEE countries should embrace the process of wider regional cooperation that goes beyond too-narrowly conceived regional frameworks. A pan-European approach links SEE with countries in the Black Sea region, the Caucasus, Central Europe, and the Mediterranean basin. Upgraded and broadened regional cooperation in SEE would not interfere with, but rather complement and reinforce, EU integration and the European Neighborhood Policy (ENP), requiring both innovative thinking and the careful recalibration of previous regional initiatives.

This book considers the extent to which EU cohesion policy and related pre-accession instruments are contributing to the development of more compound polities in south east Europe and, specifically, promoting multi-level governance. In this respect, there are two points of departure: the first is the argument that the EU is a highly compound polity that tends to pull member (and candidate) states in this direction; the second is the considerable literature that links EU cohesion policy to the promotion of multi-level governance. Following this, we have chosen a range of south east European states whose period of engagement with the EU generally differs: Greece, Slovenia, Bulgaria, Romania, Croatia, F.Y.R. Macedonia and Turkey. The case studies reveal that EU cohesion policy has created more compound polities but that system-wide multi-level governance remains weak and central governments are still prominent. However, there are interesting and potentially important developments in relation to particular features of multi-level governance, not least in states whose engagement with the EU in this sphere is relatively new. This book was published as a special issue of Southeast European and Black Sea Studies.

Amidst the Eurozone crisis, the European Union (EU) is stepping up its dialogue and engagement with and within Southeast Asia. The EU’s contemporary approach towards Asia emphasises the importance of open economies and common challenges of the 21st Century. So-called non-traditional security issues have been portrayed increasingly as an avenue to share experiences and enhance cooperation between the EU and Southeast Asia. This contemporary conceptual re-orientation demands a closer look at the EU as an actor in Southeast Asia. This book is the first contemporary monograph-length discussion of the EU as a politico-security actor in in the region post-Cold War. Drawing upon the historical and institutional context and a broad range of empirical case studies, it considers the non-traditional security crises of the late 1990s and early 2000s in Southeast Asia as triggers for enhanced regional and inter-regional cooperation. In doing so, the book construes new insights into our understanding of the EU as a global actor and its normative influence in regions far away from Europe.
