Systematically comparing policy instruments employed in the European Union's environmental and social policy, Holger Bähr develops a general theoretical framework to illustrate how policy-makers prefer different types of policy instruments depending on the respective effect they wish to have on member state governments, citizens, consumers, and producers. He argues that institutions, the politicisation of policy problems and external events constrain political actors and provide them with the opportunity to transfer their preferred policy instruments into policy outputs at the end of decision-making.

The European Union and Party Politics in Central and Eastern Europe examines the influence of the EU on the party politics of the eight post-communist countries that joined the Union in 2004, as well as that of Bulgaria and Romania, from the 1990s and through the first 18 months of EU membership. For much of the decade after the end of communist rule, popular support for EU membership was generally strong, if abstract, in nature and EU influence did not provide the basis for much political conflict or substantive party competition. It was mostly assumed that strengthening European integration would help consolidate the newly emerged party systems and reinforce post-communist democracy. As EU membership became a more practical and immediate prospect however, currents of Euroscepticism grew and after accession in May 2004 there was extensive government instability throughout the region. As well as conducting a multi-facetted examination of the influence of the EU on parties, party systems, public opinion and voting patterns, this volume also confronts the broad question of whether EU membership will indeed act to consolidate democratic party government in Central and Eastern Europe or produce new tendencies of Euroscepticism that strengthen extremism and undermine democratic stability.

The European Union received the Nobel Peace Prize in 2012 and was basking in the glory of 70 years of remarkable achievements. But the first dark clouds had begun to appear on the horizon. The rise of populism changed Europe's political landscape. High numbers of migrants and refugees started to have an impact on the political discourse. The single currency, instead of safeguarding prosperity, brought rising poverty levels and growing unemployment in many member states, most notably in Greece. The Brexit referendum of 2016 saw the manifestation of a political movement that regarded the national interest of the United Kingdom as being better served outside the union. The enlargement process to integrate Turkey and the western Balkans had been painstakingly slow, yet if completed, might fundamentally change the configuration of EU politics. These developments are tearing at the seams of the European project and the existing setup of the EU is struggling to provide decisive solutions to serious contemporary problems. But a failure to respond coherently might threaten the very existence of the European Union. We are witnessing a Europe that is at a highly critical juncture. Continuing in a similar vein as before might not offer any cogent remedies. But agreeing on new institutional or policy designs might not be forthcoming either, because of conflicting notions amongst member states over how a future EU ought to look like. A dilemma is a situation, in which a difficult choice must be made between two or more alternatives that might be equally undesirable. This book analyses the causes of 5 dilemmas: populism, migration, the Euro, Brexit and enlargement. It suggests scenarios how these challenges - if at all possible - can be met. While critical of the responses of EU actors in handling these crises, the book also provides suggestions on how a potential collapse of Europe can be avoided.

This book critically examines the process of statebuilding by the EU, focusing on its attempts to build Member States in the Western Balkan region. This book analyses the European Union's policies towards, and the impact they have, upon the states of the Western Balkans, and assesses how these affect the nature of EU foreign policy. To this end, it focuses on the tools and mechanisms that the EU employs in its enlargement policy and examines the new instruments of direct intervention (in Bosnia and Kosovo), political coercion (in the case of Croatia and Serbia in relation to the International Criminal Tribunal for the former Yugoslavia), and stricter conditionality in the Western Balkan countries. The book discusses the key aim of this special form of statebuilding, which is to establish functional liberal-democratic states in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia in order for them to join the EU and to cope with the responsibilities and pressures of membership in the future. However, the authors argue that while the EU sees itself as an international actor that promotes and protects liberal-democratic values, norms and principles, its experiences in the Western Balkans demonstrate how the EU ́s actions in the region have undermined the basic principles of democratic decision-making (such as the European support for impositions in Bosnia) and international law (Kosovo), and have consequently contributed to new tensions (see police reform in Bosnia, and the tensions between Kosovo and Serbia) and dependencies. This book will be of much interest to students of statebuilding, EU politics, global governance and IR/Security Studies in general.
