This book provides a systematic collection of EU actors, EU policy and EU actions in global health. It answers key questions on governance of the EU and its policy processes. The book starts with an introduction to the EU as a global actor and continues to outline the historical development and the Treaty basis for health, including the Maastricht and Lisbon Treaties. It also discusses the Commission's global health communication and the subsequent Council Conclusions on global health. Both documents define EU values in global health and identify the future priorities for global health action in the EU. Four of the five priorities are then described from the perspective of a different country experience. The book also considers the opportunities for research and provides an overview of the political, legal and financial instruments available to the EU. It also explores the global health architecture and processes within which the EU is acting, namely at the WHO, in the different multilateral organizations, and in global public health international treaties and regulations. Finally, the book addresses the importance of policy coherence at a national level and provides critical viewpoint on the EU as a global health actor. This book examines the actorness of the European Parliament (EP) and its roles in global health. In doing so, it appreciates to what extent this democratically elected entity can be considered as a global health actor. Applying an original analytical framework to measure actorness, the book assesses the EP's capacity to act regarding five major global health issues including the pandemic response, access to essential medicines in developing countries, international trade and global health, medical research and development in the field of poverty-related and neglected diseases (PRNDs), and global health governance. It demonstrates that, despite many challenges, the EP has indeed displayed a polymorphic actorness and multiple roles towards most of these global health issues, especially by succeeding in mobilizing its main competences and instruments to deal with them, finalizing initiatives, and having a substantive influence on the way they were addressed. Under what conditions does the internal cohesiveness of the European Union determine its external effectiveness on the world stage? This book asks this question, investigating the frequent political assumption that the more cohesive the EU presents itself to the world, the more effective it is in achieving its goals. Contributions to this book explore this theory from a range of perspectives, from trade to foreign policy, and highlight complex patterns between internal cohesiveness and external effectiveness. These are simplified into three possible configurations: internal cohesiveness has a positive impact on external effectiveness; internal cohesiveness has no impact on external effectiveness; and internal cohesiveness has a negative impact on external effectiveness. The international context in which the EU operates, which includes the bargaining configuration and the policy arena, functions as an intervening variable that helps us to explain variation in these causal links. The book also launches a research agenda aimed at explaining these patterns more systematically and determining the marginal impact of cohesiveness on effectiveness.
