This book looks at the history of the US Air Force through the lens of its (lack of) preparedness for major wars, which is shown to be a result of its organizational culture. The U.S. Air Force is probably the most powerful military force in history, both in its destructive firepower and in its ability to project it globally. Yet, despite its unparalleled power, the Air Force entered its first three pivotal conflicts – World War II, the Korean War, and the Vietnam War – unprepared. But surprisingly, it was remarkably well prepared for its fourth major war: the Gulf War of 1991. Could there be an underlying trait or characteristic, which influenced the Air Force between the wars, that historically caused the US Air Force to be unprepared for war or prepared for the wrong type of war? Surprisingly, there is such a factor which was quite prominent in the Air Force’s complex identity – its organizational culture. Besides providing a historical description of the Air Force, this book demonstrates clearly how its organizational culture evolved and how it caused the US Air Force to be prepared for the wrong war. It also shows that when the organizational culture changed, the Air Force changed its focus and arrived prepared for the following war: the 1991 Gulf War. This book will be of interest to students of air power, strategic studies, US public policy, and security studies in general.

From its beginnings in 1907 as the Aeronautical Division of U.S. Armys Signal Corps, which consisted of one officer and two enlisted men, the United States Air Force has grown to become the foremost aerial armed force in the world. Although they had to fly French and British planes as the fledgling army aeronautical bureaucracy failed to procure any combat-worthy American aircraft, which arguably did not exist, American aviators performed valiantly in World War I with intrepid pilots of the such as Eddie Rickenbacker and Frank Luke leading the way. Between the wars, all of aviation, commercial and military around the world grew by leaps and bounds as the numbers of aircraft in service and their capabilities tremendously increased. Although the Army Air Corps, as it was known at the time, was no better prepared for World War II than the rest of the army, it had developed a highly professional corps of experienced officers who would be able to take advantage of the latest American aircraft technology such as the B-17 Flying Fortress and the P-51 Mustang. With the end of the war and the creation of an independent armed force in 1947, the United States Air Force leapt into the jet age with such icons as the F-86 Sabre and the remarkable B-52 Stratofortress, which "soldiers" on today more than fifty years after going into service in 1955 and with the youngest of the 744 plane production run being forty years old, having been built in 1962.Air Force covers the entire history of the U.S. Air Force and its development from its beginnings early in the last century to becoming the worlds largest, most powerful, and most versatile air-combat force. The United States needs airpower, but does it need an air force? In Grounded, Robert M. Farley persuasively argues that America should end the independence of the United States Air Force (USAF) and divide its assets and missions between the United States Army and the United States Navy. In the wake of World War I, advocates of the Air Force argued that an organizationally independent air force would render other military branches obsolete. These boosters promised clean, easy wars: airpower would destroy cities beyond the reach of the armies and would sink navies before they could reach the coast. However, as Farley demonstrates, independent air forces failed to deliver on these promises in World War II, the Korean War, the Vietnam War, the first Gulf War, the Kosovo conflict, and the War on Terror. They have also had perverse effects on foreign and security policy, as politicians have been tempted by the vision of devastating airpower to initiate otherwise ill-considered conflicts. The existence of the USAF also produces turf wars with the Navy and the Army, leading to redundant expenditures, nonsensical restrictions on equipment use, and bad tactical decisions. Farley does not challenge the idea that aircraft represent a critical component of America's defenses; nor does he dispute that—especially now, with the introduction of unmanned aerial vehicles—airpower is necessary to modern warfare. Rather, he demonstrates that the efficient and wise use of airpower does not require the USAF as presently constituted. An intriguing scholarly polemic, Grounded employs a wide variety of primary and secondary source materials to build its case that the United States should now correct its 1947 mistake of having created an independent air force.
