Market-oriented economic reforms in centrally planned economies have altered the functions and objectives of key policy instruments, particularly in the case of fiscal policy. As a result of reform, economic management requires the use of “indirect” levers to regulate the behavior of increasingly autonomous economic agents. In this respect, fiscal policy becomes central and its macroeconomic role is enhanced. This paper studies the recent Chinese experience, reviewing fiscal developments and analyzing the effectiveness and appropriateness of available fiscal instruments in performing their newly enhanced macroeconomic role.

The paper draws on the Fund’s extensive technical assistance on fiscal reforms as well as several analytical studies, including a novel approach for country studies, a statistical analysis of growth accelerations following fiscal reforms, and simulations of an endogenous growth model.

Foreign Direct Investment in Transitional Economies presents a detailed investigation into the recent changes in the patterns and determinants in inflows of FDI to transitional economies. The author re-evaluates conventional theories of FDI, and analyses the many changes taking place in the nature of international business, both in terms of the drives of the trans-border transactions, and the strategic orientation of the firms that engage in those transactions. This comparative investigation is based on original research detailing the experiences of FDI in the economies of China and Poland through case studies of over 200 multinationals, and takes into account the dynamic forces of globalization and their effects on FDI.

Real bank credit in Eastern European countries after their recent stabilization programs is shown to have fallen sharply, except in the case of Hungary. The meaning of the fall is discussed under the present value and liquidity perspectives. Moreover, it is shown that the hypothesis that output contraction may be partly due to credit contraction cannot be ruled out. The hypothesis is tested on a sample of 85 branches of industry in Poland. The rationale for expecting a connection between credit and output and policy options to attenuate the liquidity crunch in post-socialist economies is also subject to analysis.
