Excerpt from The Expansion of Rural Life: The Social Psychology of Rural Development Three rural traditions have contributed to the determination of our national life, that of the South, that of the North, and that of the Frontier. The planter, the farmer, and the speculator differed in their economic conditions and, therefore, in their psychology. This book is concerned with the farmer and his community. In the United States most farmers live in the open country around a village as their trading and social center. Because of this intimate relation between village and country a study of rural psychology includes that of the village. This book is a study of rural development. It deals with the psychological processes of rural development. Such a study inevitably involves much that is not psychological. Forms of organization that have psychological significance must be described but I have limited this description to what seemed clearly to serve a psychological purpose. This book is the second of a series on rural development. The first, Our Rural Heritage, had to do with the rural population of New York State in the first period of development, that is, up to about 1874. This book continues the analysis from that date to the present. Up to the last quarter of the nineteenth century the prevailing attitudes and beliefs were much the same as they had been from the beginning. Then began an expansion of rural life which has continued to the present time. Two periods of this expansion may be distinguished. The first extends from 1874 to 1900. In 1874 the third generation from the post-revolutionary settlers had come to maturity and had inherited the wealth accumulated by previous generations. Railroads had come to ramify through the state and this brought the rural districts into closer contact with the cities. The depression of 1874-1878 was followed by agricultural prosperity, and also by a notable development of manufacturing in the villages and cities. Toward the end of the first period of expansion the village factories began to close and manufacturing to center in the cities. Most of Indonesian population live in rural areas, and the majority of poor people also live in rural areas, namely 13.47% in rural and 7.26 in urban. In the past decades, rural communities as well as the ecology have changed fundamentally. Many factors contribute to this transformation: development programs from the government as well as from private and NGOs; the diffusion of information technology; the development of transportation facilities; the rise of education and health levels, interaction with "outsiders", and so on. A main driving factor for rural development has been agrarian liberalization. This can be seen in the development of transnational plantations, which trigger land grab and rise of land demand. Development trough liberalization also had a negative impact, since the development of modern and industrialized agriculture affected the environment, and the expansion of plantations caused changes in the agricultural systems of villages and the life orientation of local communities. Interventions in villages by private companies, intermediary institutions no doubt have brought a structural transformations in rural live: local institutions, livelihood systems, population structures, ecosystems, and relation to the land. Unfortunately, the social, economic, cultural, and ecological transformation of the rural community not always produces improvement of quality of life for the rural community. At the same time, information and data related to rural transformations are scarcely available at research institutions, universities, NGOs, private enterprises. Issues concerning globalisation, protection of identity and resistance to change at the national level (e.g., Brexit) have been the cause of much public and scholarly debate. With this in mind, this book demonstrates how these national, and indeed global narratives, have impacted on and are influenced by ‘going-ons’ in local contexts. By situating these national narratives within a rural context, Kerrigan expertly explores, through ethnographic research, how similar consequences of informal social control and exclusion are maintained in rural England in order to protect rural identity from social and infrastructural change. Drawing on observation, participant observation, and in-depth interviews, ‘A Threatened Rural Idyll’ illustrates how residents from a small but developing rural town in the South of England perceived changes associated with globalisation, such as population growth, inappropriate building developments, and the influx of service industries. For many of the residents, particularly those of middle-class status and long-standing in the town, these changes were seen as a direct threat to the rural character of the town. The investigation highlights how community dynamics and socio-spatial organisation of daily life work to protect the rural traditions inherent in the social and spatial landscape of the town and to maintain the dominance of its largely white, middle-class character. As a result, Kerrigan contends that the resistance to change has the consequence of constructing a social identity that attempts to reinforce the notions of a rural idyll to the exclusion of processes and people seen as representing different values and ideals.
