One of the major problems of social security today is that most of the world's population has no protection. Extending social security coverage to excluded populations is one of the chief priorities of the nternational Labour Office (ILO) in the framework of its Decent Work strategy. The ILO has developed a new strategy for improving and extending social security coverage. It consists in implementing three complementary forms of action: · Extension based on "classical" social security mechanisms: social insurance, universal benefits and systems and social assistance programmes; · The promotion of and support for the development of decentralized systems deriving from local initiatives, in particular micro-insurance; · The design of linkages and bridges between decentralized systems and other forms of social protection and public initiatives. Within this general framework, the concrete implementation depends on the national context, both in terms of the level of development and the specific political, economic, social and cultural features of the country.

This paper reviews the main trends and policy issues with regard to the extension of social security in developing countries. It begins by defining the concept of social security, and it examines its linkages with the development process and its impact on poverty reduction. It then reviews the four main social security programmes, i.e. health insurance, pensions, unemployment protection and tax-based social benefits. It shows that in many middle-income countries, statutory social insurance can form the basis for the extension process. However, this is generally not so in the low-income countries, where only a small minority of the population is covered by social security. In particular for these countries, the paper pleads for experimentation with area-based schemes. It also recognizes the need for additional international financing of some basic social security schemes, if coverage is to be extended to everyone over the next 15 to 25 years. The paper also examines the gender dimension of the extension process. The paper concludes with outlining some key elements of national and international strategies. Social security should be recognized as a major instrument to deal with some of the negative social consequences of globalization. National policies should consist of improving and reforming statutory social insurance programmes, of promoting community- and area-based social insurance schemes, and of enhancing cost-effective tax-financed social benefits. At the international level, there is a need for a few simple indicators on social security coverage, for advocacy measures to get social security at the top of the development agenda, for experimentation with new mechanisms to reach workers in the informal economy, as well as for knowledge development and technical assistance. Many of these elements will be included in the "Global campaign on social security and coverage for all" that the ILO is to launch at the beginning of 2003.

This study is an examination of public reaction to the Social Security Act of 1935 and its various provisions, and to the proposals for its extension, from its enactment to the fall of 1965. Lt is an examination of the way in which these provisions were understood, the degree to which they were accepted, and the underlying attitudes toward poverty that are presumed to be associated with them. The basic data analyzed in this study were obtained in nationwide public opinion surveys that have been taken by a variety of agencies since 1935, notably those conducted by the American Institute of Public Opinion (the Gallup poll), Elmo Roper (principally for Fortune Magazine), the National Opinion Research Center (now affiliated with the University of Chicago), and the Survey Research Center of the University of Michigan. This study was undertaken in the conviction that whatever information is available on these matters ought to be retrieved and assimilated, because inevitably it will improve our understanding of the process by which a free, competitive society can solve the paradox of poverty amid abundance.
