The paper provides empirical evidence on the most commonly used argument for diversifying the secondary school curriculum in developing countries, i.e., the hope that it would provide a closer fit between education and the world of work. A follow-up study of Colombian secondary school graduates of diversified and non-diversified (control) schools, one to three years after graduation, does not provide any support to the expected external positive efficiency effects of such curriculum innovation.

Based on detailed analysis of thousands of confidential World Bank documents, this book demonstrates that the World Bank lies at the centre of the major changes in global education of our time. It outlines the evolution of World Bank lending policies in education, and assesses the policy impact of the Bank's educational projects, looking at how it has: shaped the economic and social policies of many governments, including policies that affect education been an influential proponent of the rapid expansion of formal education systems around the world, financing much of that expansion been instrumental in forging those policies that see education as a precursor to modernisation served as a major purveyor of Western ideas about how education and the economy are, or should be, related. Following on from the success of the first edition, this revised edition covers topical issues of globalisation and looks into the political debate concerning aid to developing countries. It will be of enormous value to those studying, or working in, educational policy in developing countries, international organisations and financial institutions, and aid agencies.

International organizations have consistently influenced education reforms in Latin America, but not all countries have adopted the same policy recommendations. This book offers a unique comparative analysis of secondary education reforms in Chile, Argentina, and Colombia, from the 1960s to the 2010s, with a focus on three key areas: manpower planning, state-retrenchment (market-based versus active-state), and ideas about having a right to a quality education in an era of government accountability. While responding to similar policy recommendations, these countries have differed in how they have implemented decentralization, incorporated private actors, allocated authority over curriculum, and established instruments of accountability. Claudia Diaz-Rios traces the legacies of previous education policies and local struggles among stakeholders in reshaping—and sometimes rejecting—foreign recommendations. Translating Global Idea will be an invaluable resource for scholars of comparative politics and the globalization of education—particularly those interested in policy development in middle- and low-income countries, as well as practitioners invested in promoting education policy changes in Latin America.

This paper reports the results of an evaluation of Bank-assisted diversified secondary schools (INEM) in Colombia offering prevocational subjects alongside the traditional academic curriculum. The evaluation is based on a retrospective follow-up of nearly 1,800 graduates of target and control schools three years after leaving school. The central finding is that the new schools have not generated further training or employment patterns that are different from the control schools. In particular, INEM graduates are not more likely to enter employment immediately upon graduation and do not obtain higher earnings in the labor market than traditional graduates. According to this inital evaluation, there is virtually no difference in the social rate of return on the resources invested in the two types of schools.
