De-industrialization, accelerated by the financial crisis, is a long term process. The comparative advantage of emerging economies shifted towards more advanced goods and their growing populations commanded an increasing share in global demand. This shift towards a factory-free economy in high income countries has drawn the attention of policy makers in North America and Europe. Some politicians have articulated alarming views, initiating mercantilist or 'beggar-thy-neighbour' cost-competitiveness policies. Yet companies that concentrate research and design innovations at home but no longer have any factories there may be the norm in the future. This volume proposes an economic analysis of this phenomenon and includes 11 contributions which complement each other and tackle the problem from different angles. The evidence in this book suggests that de-industrialization is a process that happens over time in all countries, even China. One implication is that criticism of China is not likely to provide a solution to these long term trends. Another implication is that the distinction between manufacturing and services is likely to become increasingly blurry. More manufacturing firms are engaging in services activities, and more wholesale firms are engaging in manufacturing. One optimistic perspective suggests that industrial country firms may be able to exploit the high-value added and skill-intensive activities associated with design and innovation, as well as distribution, which are all components of the global value chain for manufacturing. Although this ongoing transformation of the industrial economies may be consistent with evolving comparative advantage, it has significant short-run costs and requires far-sighted investments. These include the costs to workers who are caught in the shift from an industrial to a service economy, and the need to invest in new infrastructure and education to prepare coming generations for their changing roles.

This book assesses the challenges confronting the Factory Asia model. It examines how countries that are already part of Factory Asia can move up the value chain, and how economies that currently stand outside the parameters of Factory Asia can find ways to join the global network production system. The book hinges on two tasks: first, how fast can Asia expand its own domestic and regional markets; and second, how fast can Asia upgrade its competitiveness in the manufacturing sector. As analyzed in great detail and depth in this book, small and big obstacles stand in the way of fulfilling these tasks. Without clever economic reasoning, shrewd strategy, and immense political entrepreneurship, the new Factory Asia will remain as an unfinished agenda. This book will serve as catalyst for officials, experts and industries to facilitate a larger public dialogue in and out of Asia, and help generate momentum for the transformation of Asia into a more inclusive and sustainable platform for the future of Factory Asia. This book assesses developmental experience in different countries as well as British expansion following the industrial revolution from a developmental perspective. It explains why some nations are rich and others are poor, and discusses how manufacturing made economies flourish and spur economic development. It explains how today’s governments can design and implement industrial policy, and how they can determine economically strategic sectors to break out of Low and Middle Income Traps. Closely linked to global trade and (im)balances, industrialization was never an accident. Industrialization explains how some countries experience export-led growth and others import-led slowdowns. Many confuse industrialization with the construction of factory buildings rather than a capacity and skill building process through certain stages. Industrial policy helps countries advance through those stages. Explaining technical concepts in understandable terms, the book discusses the capacity and limits of the developmental state in industrialization and in general in economic development, demonstrating how picking-the-winner type focused industrial policy has worked in different countries. It also discusses how industrial policy and science, technology and innovation policies should be sequenced for best results.

The life-worlds and personal experiences of workers and employees in three enterprises in East Berlin at the moment of political and economic upheaval stand at the centre of the book. It sets out in 1989 at the moment of the fall of the Berlin Wall witnessing the confrontations with the market economy and examining the reinterpretations of the socialist past as the political and economic changes take place. Disenchantment with Market Economics captures a unique moment in history and unveils myths and promises of liberal market economy from the perspective of those who lived through the break down of the planned economy at their workplaces in East Berlin. While Western managers regarded the expansion of their businesses towards Eastern Europe as a civilising mission, the East German employees reacted with complex strategies of individual adaptation and resistance.
