This new book investigates communist rule in East Germany from the end of World War II to its rapid collapse after the fall of the Berlin Wall. Using newly available archival material, the early chapters trace the emergence of the GDR in 1949 from out of chrysalis of the Soviet zone of occupation. Later chapters cover the dramatic episodes of the 1953 uprising against Soviet dominance and the buildling of the Berlin Wall in 1961. The subsequent stabilization of the GDR and the establishment of an uneasy compromise between the ruling elites and the population in the later 1960s and 1970s are explained with reference to a range of internal social, economic and political factors. Winner of the Social Science History Association President’s Book Award East Germany was the first domino to fall when the Soviet bloc began to collapse in 1989. Its topple was so swift and unusual that it caught many area specialists and social scientists off guard; they failed to recognize the instability of the Communist regime, much less its fatal vulnerability to popular revolt. In this volume, Steven Pfaff identifies the central mechanisms that propelled the extraordinary and surprisingly bloodless revolution within the German Democratic Republic (GDR). By developing a theory of how exit-voice dynamics affect collective action, Pfaff illuminates the processes that spurred mass demonstrations in the GDR, led to a peaceful surrender of power by the hard-line Leninist elite, and hastened German reunification. While most social scientific explanations of collective action posit that the option for citizens to emigrate—or exit—suppresses the organized voice of collective public protest by providing a lower-cost alternative to resistance, Pfaff argues that a different dynamic unfolded in East Germany. The mass exit of many citizens provided a focal point for protesters, igniting the insurgent voice of the revolution. Pfaff mines state and party records, police reports, samizdat, Church documents, and dissident manifestoes for his in-depth analysis not only of the genesis of local protest but also of the broader patterns of exit and voice across the entire GDR. Throughout his inquiry, Pfaff compares the East German rebellion with events occurring during the same period in other communist states, particularly Czechoslovakia, China, Poland, and Hungary. He suggests that a trigger from outside the political system—such as exit—is necessary to initiate popular mobilization against regimes with tightly centralized power and coercive surveillance.

Few historical changes occur literally overnight, but on 13 August 1961 eighteen million East Germans awoke to find themselves walled in by an edifice which was to become synonymous with the Cold War: the Berlin Wall. This new history rejects traditional, top-down approaches to Cold War politics, exploring instead how the border closure affected ordinary East Germans, from workers and farmers to teenagers and even party members, 'caught out' by Sunday the Thirteenth. Party, police, and Stasi reports reveal why one in six East Germans fled the country during the 1950s, undermining communist rule and forcing the eleventh-hour decision by Khrushchev and Ulbricht to build a wall along the Cold War's frontline. Did East Germans resist or come to terms with immurement? Did the communist regime become more or less dictatorial within the confines of the so-called 'Antifascist Defence Rampart'? Using film and literature, but also the GDR's losing battle against Beatlemania, Patrick Major's cross-disciplinary study suggests that popular culture both reinforced and undermined the closed society. Linking external and internal developments, Major argues that the GDR's official quest for international recognition, culminating in Ostpolitik and United Nations membership in the early 1970s, became its undoing, unleashing a human rights movement which fed into, but then broke with, the protests of 1989. After exploring the reasons for the fall of the Wall and reconstructing the heady days of the autumn revolution, the author reflects on the fate of the Wall after 1989, as it moved from demolition into the realm of memory.
