The purpose of the study was to conduct a comprehensive review of the research and best practices of exemplary elementary school World Language and Culture Programs. Specifically, (1) to assess the degree to which various program designs had most closely met the measurable goals of the American Council of Teachers of a Foreign Language, commonly referred to as the 5C's guide to program development, and the Brown University study of the eight characteristics of highly successful elementary World Language and Culture Programs which compares a program that meets two days a week for 20 minutes in grades 4-6 with models that are cited in the research as exemplars of research-based best practices and (2) to compare and contrast the measurable outcomes of different program designs, associated costs and community support for different programs. The results of the study clearly reflected that an elementary world language program that meets daily allows for greater continuity of practice in a second language and enriches opportunities to reinforce the understanding of our multicultural world in which students will live. Cognitive research of language acquisition demonstrated that beginning a second language as early as kindergarten showed the greatest gain in the study of a new language over time. Other research showed demonstrable benefits in other academic subjects, increased higher order and creative thinking skills, a greater multicultural awareness and an increased sense of achievement. The results of this study of research and best practices and findings leads to several conclusions and recommendations for the implementation of a world class World Language and Culture Program for elementary school age children. In summary, the program should begin as early as kindergarten and be built upon throughout the elementary school years. A world language program should be part of the core curriculum and an integral part of a student's daily instruction for a minimum of 15-20 minutes. The study of the language should have a strong multicultural component and be taught by highly qualified teachers skilled in research-based instructional practices strategies and methodologies. Included in the study is a comprehensive bibliography of best practices and research, a cost-benefit analysis, alternative program designs and a community survey. A bibliography, supplemental tables, and the Marlborough Community Survey: World Languages & Cultures and Full-Day Kindergarten are included.

The teaching of culture and interculturality is today viewed as an integral part of foreign language education. This book presents insights from recent research on the role of culture in second/foreign and heritage language education. It contains 14 chapters including an introductory chapter that discusses diachronically the evolving notion of culture and how the sociocultural view of culture as a complex and dynamic concept informs language teaching and language learning research. The chapters following the introduction are organised in four parts focusing on: 1) the teacher's role in integrated language and culture learning; 2) the interrelationship between culture, identity, and language learning and use; 3) the effect of culture on learner characteristics which impact language learning processes and outcomes; and 4) curriculum development aimed at fostering language and culture learning. There is significant research that proves that culture should be taught alongside the vocabulary and grammar in the world language classroom. However, there is no consensus about from where the cultural examples should come. Claire Kramsch asks this in her article Whose German? Whose English? German Studies as Cultural Translation when she asks "Whose German culture is being reproduced when we teach in German?" How does a teacher reflect several different cultures through authentic examples in the World Language classroom without taking away from the vocabulary and grammar acquisition? Furthermore, with new educational reforms such as Race to the Top and the Common Core with its emphasis on STEM (Science, Technology, Engineering, and Mathematics) education that dictates so much what a teacher teaches in the classroom, how does a World Language teacher justify to a student that he/she continue to study the language in order to increase enrollment in the upper levels? This thesis hopes to encourage teachers to look beyond the seemingly endless task of searching for new materials and to recognize the benefits to the students that a well-rounded authentic culture will bring. I look at Katra Byram's and Claire Kramsch's as well as Lucas' belief that the culture should be authentic and part of the core curriculum. I also explore the questions posed by Kramsch that language can be a conduit for teaching culture and vice versa, particularly when choosing which culture to teach. It is my belief that not only does a leveled knowledge of authentic culture better prepare students for the French Advanced Placement Exam, it also helps promote French as a viable candidate for students to take over other languages such as Spanish. Furthermore, it increases interest in the continued study of French as students get to see how closely connected French is with other subject areas and thus how it can enhance their understanding of these other cultures. The new curriculum design I employ is based off of a curriculum created by Noëlle Rouxel-Cubberly, a French professor at College of Staten Island (CSI-CUNY) where she used authentic French movies as her course textbooks and allowed student choice to drive the vocabulary of the unit. Rouxel-Cubberly used technology often in her unit design so that students could discuss the different films that they viewed and share the vocabulary and cultural information that they learned in their individual films. I take inspiration from her proposal and design a unit for my high school French 2 Honors that mimics the types of activities she employed in her classroom. The results show that students have a better understanding of the Francophone world and a better appreciation for the skills that they can acquire in the World Language classroom upon the completion of their final project.

Second Language (L2) and Foreign Language (FL) curricula have a cultural component intricately woven into the fabric of the language syllabus. To teach language, one must also teach the culture inherent in the language, including the verbal as well as the non-verbal aspects. A review of the literature will show that studying the target culture does not only impact language learners while the language is being acquired, but also has an impact on students after the language lessons have ceased.
