CATRINUS J. JEPMA This volume contains the various contributions that were made during the International Conference on Joint Implementation, held near Groningen, The Netherlands, 1-3 June 1994. The conference was initiated by The Netherlands' Ministry of Housing, Spatial Planning and Environment -along with the Ministries of Foreign (Development Cooper ation) and Economic Affairs -and carried out under the responsibility of Foundation IDE (Groningen, The Netherlands). Its underlying idea was to bring together an international group of specialists on Joint Implementation (11) - from governments, NGOs, business and science -to discuss its feasibility of 11. The conference was timed between the 9th and 10th session of the Intergovernmental Negotiating Committee (INC) for a Framework Convention on Climate Change (FCCC) - which was by then considered as the most crucial phase preparing for the first Conference of Parties (CoP I; Berlin, 28 March - 7 April 1995) - in order to provide additional information or results that might serve as an input in the international negotiating process. The main purpose of the conference was, however, to sit back and have a reflection about what has now become known as 11, and evaluate from the perspective of academics, and practitioners, jointly with officials what promise the option really holds, and to evaluate under what socio-economic and political circumstances and conditions one could successfully proceed in setting out the framework for its further testing and l application.

The Netherlands Ministry of Housing, Spatial Planning and the Environment, together with the Ministry of Development Co-operation and the Ministry of Economic Affairs, called an International Conference on Joint Implementation in order to further international discussion on the subject. Global environmental change raises profound moral issues with which society has only begun to grapple. What does fairness mean in dividing responsibilities for problems of global warming between rich and poor nations? Does the environment itself have moral standing and, if so, how should its conflicts with the interests of people who depend on the land for their livelihood be resolved? How can the interests of the poor, of indigenous peoples, and of future generations be properly accommodated in a political discourse about environmental policy which is dominated by industrialized states? This book extends the debate both within and across disciplines, engaging philosophers, geographers, political scientists, economists, sociologists, and environmental activists from four continents. The essays address the role of science in global change and argue that western science does not provide morally disinterested solutions to environmental problems. Environmental management is a global phenomenon, embracing all businesses in all countries, whether or not there already exists an organised response to managing environmental impacts. Today, there are gross inequalities between the world's richest and poorest nations in terms of income distribution, consumption patterns, access to resources and environmental impact. Yet both the developed north and the developing south are committed, at least in words, to achieving sustainable development. Public awareness of environmental issues in the North has been rising in recent years and further degradation is now largely minimized through more stringent regulatory regimes, voluntary agreements and growing consumer and stakeholder pressure on corporations. Still, the north is continuing to lead an environmentally unsustainable lifestyle as environmental improvements are nullified by overall increases in consumption levels. In the south, a billion people still do not have access to the most basic needs. Poor countries need to accelerate their consumption growth if they are to ensure that the lives of their people are enriched. However, with rapid economic growth and corresponding increases in consumption now under way, their environmental impact is soon to become substantially greater. In a world that strives towards stemming global crises such as climate change, the path already taken by the rich and high-growth economies over the past century cannot be repeated by the south if the desired objective is to create a future that is truly sustainable. Growing Pains examines environmental management in the south from a number of perspectives. It is designed to stimulate the discussion about the role that corporations and national and international organizations play in sustainable development.
