The book identifies the social tensions and political inconsistencies that spurred radical change in the government of Russia, from the turn of the century to the revolution of 1917. Kenez envisions that revolution as a crisis of authority that posed the question, 'Who shall govern Russia?' This question was resolved with the creation of the Soviet Union. Kenez traces the development of the Soviet Union from the Revolution, through the 1920s, the years of the New Economic Policies and into the Stalinist order. Economic development in mainland China during the first two decades of Communist control provides a typical example for the difficult task to transform a vast underdeveloped agrarian economy into a modern industrial one. In the first half of this period, a series of massive transformations of social and economic institutions was accompanied by a drafted industrialization program; the result was an impressive speed-up in economic growth. The second decade witnessed an economic crisis (1960-62) and a political upheaval (1966-68). These disruptions marred the economic performance over the period as a whole. Consequently, the long-term growth rate appears to have been only moderate.The Economy of Communist China reviews selected aspects of the economy. This paper examines the effect transactions with the IMF have on the monetary situation within a country when the foreign exchange purchased from the IMF is used to meet a balance of payments deficit. In some countries, the national currency counterpart is kept on deposit to the credit of the IMF at the central bank. In other countries, the government substitutes a noninterest-bearing note for the national currency counterpart of a transaction with the IMF. It is with the effects of the latter practice that this paper is primarily concerned. The effect of a balance of payments deficit on the money supply will be offset if credit is expanded to finance a government deficit, investment by business, or spending by consumers. The ultimate effect on the money supply will depend upon how the government deals with the national currency turned over to it by the Exchange Equalization Account. Considerable caution is required in concluding that a balance of payments deficit is likely to be moderate and temporary.

This book reviews the basic process of China’s fourteen five-year plans with systematic theoretical overview and rich historical data and moves on to discuss the theoretical logic of plan-based state governance. The authors hold that the five-year planning system with Chinese characteristics is a flexible planning system; through adaptive macro-planning and incentive target governance, it mobilizes government, market and social forces to work together to fulfill national objectives and is a representative mechanism of the state governance system and a symbol of modernized state governance capacity. From an academic point of view, it theoretically answers questions about what, why and how concerning the five-year plans. From an interdisciplinary perspective, it explores the theoretical logic and experience of plan-based governance by combining Marxism, western theories, and the science of history.
