The European Union's rules on free movement of people and the right to cross-border welfare are increasingly contested and have evoked one of the most salient debates in EU politics. The assumption that EU immigrants pose a net 'welfare burden' on the host member state has sounded loud and wide in recent years. This calls for an empirical test. In this article, we examine the fiscal impact of EU immigration on the universalistic, tax-financed welfare state of Denmark. We analyse EU citizens' contribution to and consumption of welfare benefits between 2002 and 2013 on the basis of a unique dataset of administrative data, consisting of repeated cross sections of 100% of the EU population residing in Denmark. We find that EU immigrants made a significant positive net contribution to the Danish welfare state over the long time span examined and thus reject the 'welfare burden' thesis for the crucial case of Denmark.Online appendix is available at: 'https://ssrn.com/abstract=3014774' https://ssrn.com/abstract=3014774.

Over the last three decades, Europe's generous social benefits have encouraged a massive surge of 'welfare migration,' especially of low skilled laborers. At the same time, the US has attracted many highly skilled migrants, which in turn promotes internal innovation. Restrictions on the international mobility of labor are arguably the largest policy obstructions for the international economy today. A variety of studies suggest that even a small reduction in barriers to migration will result in the growth of significant global welfare benefits. Migration States and Welfare States focuses on a central tension faced by policy makers in countries that receive migrants from lower wage countries. Such countries are typically highly productive and rich in capital. These attributes, coupled with the host country's welfare system, attract low-skilled migrants, who find a generous welfare state particularly attractive, while deterring skilled migrants, who recognize that welfare states likely have higher redistributive taxes.

This study paper examines the economic consequences of immigration for public finances in Denmark. Using new figures for the period 2004-2008, net transfers are calculated and presented as an extension to the figures that already existed for the period 1991-2001. The net transfers are calculated from a marginal perspective, which means that the included public expenditures and incomes can be traced to each individual person in the sample. The study is therefore suited for analyzing the economic consequences if more/less people immigrate. A consistent pattern to emerge throughout the study is that net transfers from Western first- and second-generation immigrants to state funds are positive, while those from non-Western first- and second-generation immigrants are negative. The new calculations show that net transfers from non-Western first- and second-generation immigrants fell from DKK (Danish Kroner) -12.8 billion in 2004 to DKK -9.1 billion in 2008, largely due to the improved employment situation in Denmark. However, the results also show that the composition chosen of the group of non-Western immigrants has a significant effect on the calculation of net transfers, in that these transfers are reduced to DKK -2.2 billion if refugees are excluded from this group.

The Economic and Fiscal Consequences of Immigration finds that the long-term impact of immigration on the wages and employment of native-born workers overall is very small, and that any negative impacts are most likely to be found for prior immigrants or native-born high school dropouts. First-generation immigrants are more costly to governments than are the native-born, but the second generation are among the strongest fiscal and economic contributors in the U.S. This report concludes that immigration has an overall positive impact on long-run economic growth in the U.S. More than 40 million people living in the United States were born in other countries, and almost an equal number have at least one foreign-born parent. Together, the first generation (foreign-born) and second generation (children of the foreign-born) comprise almost one in four Americans. It comes as little surprise, then, that many U.S. residents view immigration as a major policy issue facing the nation. Not only does immigration affect the environment in which everyone lives, learns, and works, but it also interacts with nearly every policy area of concern, from jobs and the economy, education, and health care, to federal, state, and local government budgets. The changing patterns of immigration and the evolving consequences for American society, institutions, and the economy continue to fuel public policy debate that plays out at the national, state, and local levels.
