In a nation ‘freed without freedom, led without leaders, governed without governance, and justice is just-them;’ Dr. William Kpanah Gowah Barnes, a distinguished Liberian educator, expert of governance, former executive of the United Nations Development Programme (UNDP), and a victim of injustices, presents an unambiguous analysis of public administration in Liberia, while contemporaneously dissecting governance and government issues. Indeed, when the folks who have been entrusted to administer the affairs of nation or people—administratively, socially, economically and politically—fall short of living in accordance with the standards demanded of others, such system is certain of collapse; the resulting sums are acute corruption, nepotism, kinship, autocratic ideologies, mayhems, etc.; an eon of superficial freedom, where slavery takes an outlandish twist, vices favored by the great-ones will be termed, ‘good governance…’ Named by the Independent Press of Liberia as “Liberia’s first governance book—highly audacious, provocative and historic,” The Flipside of Governance is a non-fiction public administration book that is designed to be used by professionals everywhere. In the words of the notable rights activist, Jesse Jackson, “This book is definitely one of the best resource materials for public administration in West Africa, in the sense that it draws on experiences and, extensively utilizes scholarly references; it is also a book for the rest of us everywhere—academia, politics, leadership, management, public administration, education, law, theology, etc.” However, if you are not curious about what goes on behind the curtain—the darkest closets of public administration, you may not need this book. It goes into detail about obscure things you may never need to know. From the workings of public administration, to public management strategies and theories, to the fallacies of government, governance and the nation, the author has something to offer for those rare, troubling moments when you are caught between the scissors—thinking, reflecting on how to improve your workforce and societies, or making your professional life a bit easier and rewarding. For example, this book will help you create a “people-centered” labor force, minimize delay, circumvent waste, and avoid single point of policy failure. It will also teach you how to let go the bad patterns of governance, while keeping the good ones. Many of the chapters are provided with illustrations and empirical data. It is the fervent hope of the author that the publication of this book will enhance the spread of ideas and understanding of ‘good governance’ in Liberia, Africa, and the world, at large—those who are currently trickling into the state of academic delusion—public officials who may have forgotten the ethics of public service, the author brings forth recommendations and answers you need…

Many efforts have been undertaken to address dysfunctional security sector governance in West Africa. However, security sector reform (SSR) has fallen short of radical – transformational – change to the fundamental structures of power and governance in the region. Looking more closely at specific examples of SSR in six West African countries, Learning from West African Experiences in Security Sector Governance explores both progress and reversals in efforts by national stakeholders and their international partners to positively influence security sector governance dynamics. Written by eminent national experts based on their personal experiences of these reform contexts, this study offers new insights and practical lessons that should inform processes to improve democratic security sector governance in West Africa and beyond.

Corruption is a multidimensional phenomenon that rears its head in many places. For this reason, it is difficult and challenging to assess how well a country is doing in addressing it. This volume examines corruption across a variety of sectors -- from the education and health and the oil and gas sectors to the roads, forestry, and electricity sectors -- and provides guidance to practitioners and policymakers in the design of anticorruption reforms in these areas.

The rise of neo-liberalism and the so-called Washington Consensus have generated a powerful international ideology concerning what constitutes good governance, democratization, and the proper roles of the State and civil society in advancing development. As public spending has declined, the nongovernment sector has benefited very significantly from taking on a service-delivery role. At the same time, NGOs, as representatives of civil society, are a convenient channel through which official agencies can promote political pluralism. But can NGOs simultaneously facilitate governments’ withdrawal from providing basic services for all and also claim to represent and speak for the poor and the disenfranchised? The chapters describe some of the tensions inherent in the roles being played by NGOs, and asks whether these organizations truly stand for anything fundamentally different from the agencies on whose largesse they increasingly depend.

Deliberation And Development written by Patrick Heller and has been published by World Bank Publications this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-07-13 with Business & Economics categories.

Deliberation is the process by which a group of people, each with equal voice, can - via a process of discussion and debate - reach an agreement. Deliberation and Development attempts to do two things. First, it rethinks the role of deliberation in development and shows that it has potential well beyond a narrow focus on participatory projects. Deliberation, if properly instituted, has the potential to have a transformative effect on many if not all aspects of development, and especially in addressing problems of collective action, coordination, and entrenched inequality. This has broad implications both at the global and local level. Second, the book demonstrates that taking deliberation seriously calls for a different approach to both research and policy design and requires a much greater emphasis on the processes by which decisions are made, rather than an exclusive focus on the outcomes. Deliberation and Development contributes to a broader literature to understand the role of communicative processes in development.
