The essays included in this volume were written for a series of seminars which took place at the Washington Center of Foreign Policy Research of the Johns Hopkins School of Advanced International Studies. Held at a time when a victory of the Left was widely expected in the legislative elections of March 12 and 19, 1978, the series reflected the Center's continuing interest in the changing international environment of American foreign policy. As it is well known, such predictions did not come to pass. Yet, these essays, revised and updated, remain eminently useful for reasons which should become all too evident in the pages that follow.

This work on the decline of French radicalism was conceived after the fall of the Berlin Wall as an essay on the decline and decay of the revolutionary idea in European politics. The theme provided an organizing principle for Roger Kaplan's analysis of the evolution of the French left in the wake of events for which it was politically and intellectually unprepared. Kaplan provides a basis for understanding the performance of a French socialist regime in power, one more uncertain of its mission than at any other time in its history. The paradox of French radicalism is that when it was out of office, it was quite certain about its mission. When it attained power, it lost its sense of mission, and hence its confidence as to the proper uses of power. "Conservative Socialism" for Kaplan is not simply an invention of the Mitterand Era, but an ideology rooted in French history. Unwilling or unable to embrace the social democratic idea of the "third way," French socialism became a force to conserve particularism in French culture and nationalism in its foreign policies. While socialism had long become a force to inhibit the rise of capitalism and freedom in France, the decline of its radicalism was inevitable. This is because in a country as conservative as France it was necessary for socialists and their assorted allies, to project a conservative image to be trusted. In France, the Left has abandoned the idea of radicalism so as to exercise power. Kaplan's unique and imaginative reading of French political history will have a profound effect on how that nation is perceived in this new epoch of the European Union. He argues persuasively and fairly that the French Left is alive if not well. This is the first full-length study in English of the Popular Front, the left-wing coalition which emerged in France during the 1930s in response to the threat of fascism and which went on to win the elections of 1936, giving France her first socialist premier, Léon Blum. After a brief narrative history of the Popular Front the book is organised thematically around the main historiographical debates to which the Popular Front has given rise. Among the issues considered are the origins of the strikes of 1936, the reasons for the failure of the Popular Front economic policy, the relationship between culture and politics in France in the 1930s and the causes of France's policy of non-intervention in the Spanish Civil War. The book views the Popular Front at three levels - as a mass movement, political coalition and government - and argues that it must not be seen just as a narrowly political phenomenon but as a political, social and cultural explosion which attempted to break down the barriers between all areas of human activity in the highly compartmentalised society of France in the 1930s. Even if the Popular Front ultimately failed in this aim it has acquired legendary status in France, and the epilogue to the book briefly examines the 'myth' of the Popular Front from 1936 to the present day.

In August 1999 a forty-six-year-old sheep farmer name José Bové was arrested for dismantling the construction site of a new McDonald's restaurant in the south of France. A few months later Bové built on his fame by smuggling huge chunks of Roquefort cheese into Seattle, where he was among the leaders of the antiglobalization protests against the World Trade Organization summit. Bové's crusade against globalization helped provoke a debate both within France and beyond about the pros and cons of a world in which financial, commercial, human, cultural, and technology flows move faster and more extensively than ever before. As the French struggle to preserve the country's identity, heritage, and distinctiveness, they are nonetheless adapting to a new economy and an interdependent world. This book deals with France's effort to adapt to globalization and its consequences for France's economy, cultural identity, domestic politics, and foreign relations. The authors begin by analyzing the structural transformation of the French economy, driven first by liberalization within the European Union and more recently by globalization. By examining a wide variety of possible measures of globalization and liberalization, the authors conclude that the French economy's adaptation has been far reaching and largely successful, even if French leaders prefer to downplay the extent of these changes in response to political pressures and public opinion. They call this adaptation "globalization by stealth." The authors also examine the relationship between trade, culture, and identity and explain why globalization has rendered the three inseparable.
