How do states prevent the recognition of territories that have unilaterally declared independence? At a time when the issue of secession is becoming increasingly significant on the world stage, this is the first book to consider this crucial question. Analysing the efforts of the governments of Serbia, Georgia, and Cyprus to prevent the international recognition of Kosovo, South Ossetia, Abkhazia, and northern Cyprus the work draws on in depth interviews with a number of leadingpolicy makers to explain how each of the countries has designed, developed, and implemented its counter secession strategies. After explaining how the principle of the territorial integrity of states has tended to take precedence over the right of self-determination, it examines the range of wayscountries facing a separatist threat can prevent recognition by other states and considers the increasingly important role played by international and regional organisations, especially the United Nations, in the recognition process. Additionally, it shows how forms of legitimisation or acknowledgement are also central elements of any counter-recognition process, and why steps to prevent secessionist entities from participating in major sporting and cultural bodies are given so much attention. Finally, it questions the effects of these counter recognition efforts on attempts to solve these territorial conflicts. Drawing on history, politics, and international law this book is the first and only comprehensive account of this increasingly important field of foreign policy.

Ethnic conflicts have created crises within NATO and between NATO and Russia, produced massive flows of refugees, destabilized neighboring countries, and increased the risk of nuclear war between Pakistan and India. Interventions have cost the United States, the United Nations, and other actors billions of dollars. While scholars and policymakers have devoted considerable attention to this issue, the question of why states take sides in other countries' ethnic conflicts has largely been ignored. Most attention has been directed at debating the value of particular techniques to manage ethnic conflict, including partition, prevention, mediation, intervention, and the like. However, as the Kosovo dispute demonstrated, one of the biggest obstacles to resolving ethnic conflicts is getting the outside actors to cooperate. This book addresses this question. Saideman argues that domestic political competition compels countries to support the side of an ethnic conflict with which constituents share ethnicities. He applies this argument to the Congo Crisis, the Nigerian Civil War, and Yugoslavia's civil wars. He then applies quantitative analyses to ethnic conflicts in the 1990s. Finally, he discusses recent events in Kosovo and whether the findings of these case studies apply more broadly.

This edited book analyzes Kosovo’s foreign policy and bilateral relations with the United States and several European countries. After the 1999 liberation from Serbia, Kosovo built close relations with various countries that supported it in the process of reconstruction, economic stabilization, institution-building, and state-building. From 1999 to 2008, many of these states were politically and operationally engaged in Kosovo under the leadership of the North Atlantic Treaty Organization (NATO) and of the United Nations Interim Administration Mission in Kosovo (UNMIK). Since its independence in 2008, the Republic of Kosovo has adopted a foreign policy in accordance with its values and strategic interests, a foreign policy that aims to strengthen Kosovo’s security and foster its socio-economic prosperity in collaboration with primarily Western countries. In this volume, each chapter is dedicated to Kosovo’s bilateral relations with a selected state with which it has established diplomatic relations. The book shows that Kosovo has been able to develop and achieve strong bilateral relations with major allies and partners. It argues that Kosovo’s foreign policy aims to develop, maintain, and enhance the position of the young state on the international stage.
