The Russian Federation on December 12, 1993, held its first national election since the collapse of Soviet Communism. The election, to a new, two-chamber parliament, was accompanied by a constitutional referendum. It followed months of wrangling over political and economic reform and a violent showdown in Moscow between President Boris Yeltsin and his opponents. After a bitter campaign in which the government frequently changed the rules of the game, Russians narrowly endorsed Yeltsin's draft constitution, but turned out in large numbers for nationalistic and socialistic opposition parties, leaving Russia's Choice, the party favored by the president, with a small minority of the seats. The contest, with its deeply contradictory results, was a watershed in the evolution of Russia's fledgling democracy. Growing Pains is a detailed study of the 1993 election and of its implications for Russian development and for the country's relations with the West. Several chapters, relying on comprehensive surveys of the Russian electorate, analyze the election process and how social structure and citizen opinions shaped voter choice. Others examine the campaigns of the major parties, the nature and consequences of electoral rules, and the roles of the mass media. This is the first volume of a two-volume intellectual and political biography of Boris Chicherin (1828-1904), the most important liberal thinker in nineteenth-century Russia. The author analyzes Chicherin's gradual emergence as a reformist during the reign of Nicholas I, his activities as a prominent spokesman for liberal reform, and his defense of conservative liberalism before his disillusionment in the mid 1860's with both Russian government and society. Chicherin's early liberalism distinguished civil rights, such as freedom of conscience and of speech, from political rights, such as constitutional guarantees of suffrage and representative government. He contended that only a strong centralized state could simultaneously keep order and promulgate sweeping civil reforms, for when nations lacking democratic experience embark on extensive reforms, the absence of a powerful state apparatus may lead to uncontrolled revolutionary ferment. The book is not a conventional biography of Chicherin, but a portrait of the cultural context in which he and other early Russian liberals operated. It deals with broad issues in Russian intellectual and political history: the development of liberalism out of the Westernism of the 1840's; the differentiation of early Russian liberalism from Russian socialism; the connections between educated liberal society and the enlightened bureaucrats; the woman question, the Polish problem, and the abolition of serfdom; and finally, liberalism's prospects in reformed Russia.

Historians habitually write about empires that expand, wage wars, and collapse, as if empires were self-evident and self-conscious entities with a distinct and clear sense of purpose. The stories of empires are told in the language of modern nation-centred social sciences: multi-cultural and heterogeneous empires of the past appear either as huge “nations” with a common language, culture, and territory, or as amalgamations of would-be nations striving to gain independence. Empire Speaks Out reconstructs the historical encounter of the Russian Empire of the seventeenth through the early twentieth centuries with the complex challenge of modernity. It does so by taking the self-awareness of empire seriously, and by looking into how bureaucrats, ideologues, politicians, scholars, and modern professionals described the ethnic, cultural, and social diversity of the empire. “Empire” then reveals itself not through deliberate and well-conceived actions of some mysterious political body, but as a series of “imperial situations” that different people encounter and perceive in common categories. The rationalization of previously intuitive social practices as imperial languages is the central theme of the collection.
