EU foreign and defence policy is largely formulated in the working parties and committees of the Council of the EU and the vast majority of decisions in this field are made by the national diplomats working in the around 35 groups of the CFSP/CSDP. Although the importance of these committees and their participants has been increasingly recognised, we still know relatively little about them. Using an original database of 138 questionnaires and 37 interviews, this book addresses this lack of knowledge, studying what these committees do and how they negotiate and resolve issues. It explores three key areas: the formulation of the national position; the identity of CFSP/CSDP policy-makers; negotiation practices and outputs. In doing so, it provides an innovative observation point from which EU foreign policy can be analysed. This book will be of key interest to scholars and students of EU foreign and defence policy, external relations of the EU, European integration and politics, diplomacy and more broadly international relations.

Keukeleire and Delreux demonstrate the scope and diversity of the European Union's foreign policy, showing that EU foreign policy is broader than the Common Foreign and Security Policy and the Common Security and Defence Policy, and that areas such as trade, development, environment and energy are inextricable elements of it. This book offers a comprehensive and critical account of the EU's key foreign relations – with its neighbourhood, with the US, China and Russia, and with emerged powers – and argues that the EU's foreign policy needs to be understood not only as a response to crises and conflicts, but also as a means of shaping international structures and influencing long-term processes. This third edition reflects recent changes and trends in EU foreign policy as well as the international context in which it operates, addressing issues such as the increasingly contested international order, the conflict in Ukraine, the migration and refugee crisis, Brexit and Covid-19. The book not only clarifies the formal procedures in EU foreign policy-making but also elucidates how it works in practice. The third edition includes new sections and boxes on 'strategic autonomy', European arms exports, the EU's external representation, the 'Brussels Effect', and decentring and gender approaches to EU foreign policy. Up to date, jargon-free and supported by its own website (eufp.eu), this systematic and innovative appraisal of this key policy area is suitable for undergraduate and postgraduate students, as well as practitioners.

Rethinking European Union Foreign Policy written by Ben Tonra and has been published by Manchester University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2004 with Political Science categories.

This text reviews a variety of approaches to the study of the European Union's foreign policy. Much analysis of EU foreign policy contains implicit theoretical assumptions about the nature of the EU and its member states, their inter-relationships, the international system in which they operate and the nature and direction of European integration. In many instances such assumptions, given that they are not discussed openly, curtail rather than facilitate debate. The purpose of this book is to open up this field of enquiry so that students, observers and analysts of EU foreign policy can review a broad range of tools and theoretical templates from which the development and the trajectory of the EU's foreign policy can be studied.

Strategy Making In The Eu written by Pol Morillas and has been published by Palgrave MacMillan this book supported file pdf, txt, epub, kindle and other format this book has been release on 2019-10-12 with categories.

This book provides a detailed analysis of the policy-making processes of EU strategies in foreign and security policy and external action. It uses the European Security Strategy and the EU Global Strategy to assess their policy-making dynamics both before and after the Lisbon Treaty. Inter-institutional relations in strategy-making are put into the context of current debates in European integration, questioning the assumption that the EU is a body increasingly ruled by intergovernmentalism - as reflected by the new intergovernmentalism literature. The book also provides a categorisation of EU strategies and considers them as policy-inspiration documents, acting as frameworks for policy-making. This reading of strategies lies behind the analysis of the policy-making processes of the ESS and the EUGS, unpacked into four phases: agenda-setting, policy formulation, policy output and implementation. By looking at the shifting policy-making dynamics from foreign and security policy to external action, the author sheds light on the current shape of EU integration.

This ground-breaking volume provides a new perspective on the EU’s foreign policy and offers a reconstruction of EU research that extends beyond narrow-minded concepts of ‘power’ and ‘actorness’. Focusing on two intertwined research questions, it presents a more sustainable base for studying EU foreign policy: What is the EU’s foreign policy quality in terms of ‘actorness’ and ‘power’ compared to other types of actors in international relations and global politics? What factors influence the EU’s foreign policy performance in comparison to states and international organizations? This guiding principle and application of a ‘grounded theory’ or ‘heuristic case study’ approach allows the book to deliver a structured comparative analysis of EU foreign policy, comparing findings across policy fields, different legal foundations and respective policy modes of governance. This book will be of key interest to students and scholars of European Union studies, European Union foreign policy studies, international relations, and security policy studies.

Europe S Foreign And Security Policy written by Michael E. Smith and has been published by Cambridge University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2004 with Political Science categories.

The emergence of a common security and foreign policy has been one of the most contentious issues accompanying the integration of the European Union. In this book, Michael Smith examines the specific ways foreign policy cooperation has been institutionalized in the EU, the way institutional development affects cooperative outcomes in foreign policy, and how those outcomes lead to new institutional reforms. Smith explains the evolution and performance of the institutional procedures of the EU using a unique analytical framework, supported by extensive empirical evidence drawn from interviews, case studies, official documents and secondary sources. His perceptive and well-informed analysis covers the entire history of EU foreign policy cooperation, from its origins in the late 1960s up to the start of the 2003 constitutional convention. Demonstrating the importance and extent of EU foreign/security policy, the book will be of interest to scholars, researchers and policy-makers.

This book analyses the revised European Neighbourhood Policy (ENP) which entered into force in May 2011, thereby replacing its predecessor of 2003/2004. The edited volume provides a structured and comprehensive overview of the most recent developments in EU foreign policy (EUFP) towards the EU’s southern and eastern neighbourhood through the prism of continuity and change. By critically examining EU action and inaction in the framework of the 2011 ENP, it also puts the ENP's most recent review of 2015 in perspective. Topics covered include: conceptual, theoretical and methodological issues; the legal and institutional aspects of the revised ENP and the changes brought by the entering into force of the Lisbon Treaty; and conflicts and crises in the EU’s neighbourhood, such as the Western Sahara conflict, the Israeli-Palestinian conflict, the South Caucasus conflicts and the crisis in Ukraine. The authors also focus on sectoral cooperation, analysing the changes brought by the revisedENP of 2011 in the domains of energy cooperation and migration. This volume will appeal to scholars and upper level students in EU/European Studies, International Relations, Political Science, as well as practitioners and policy-makers in the field.

European Union Foreign Policy In A Changing World written by Karen E. Smith and has been published by Polity this book supported file pdf, txt, epub, kindle and other format this book has been release on 2009-08-03 with Political Science categories.

The second edition of European Union Foreign Policy in a Changing World provides a clear introduction to the complexities of contemporary European foreign policy and offers a fresh and distinctive perspective on the nature of the EU’s international identity. Thoroughly revised and expanded, the book explores how and why the EU tries to achieve five core foreign policy objectives: the encouragement of regional cooperation; the advancement of human rights; the promotion of democracy and good governance; the prevention of violent conflicts; and the fight against international crime, including terrorism. In pursuing these goals, the book illustrates how the EU is faced with acute policy dilemmas because the five objectives not only clash with each other, but also with additional policy priorities – such as securing energy supplies or establishing strategic partnerships with key powers. The uniqueness of the EU as a global actor is carefully assessed, and its key policies and the related dilemmas it faces compared with those of other international actors. This well-written and thoroughly researched book will be a valuable resource for undergraduate and postgraduate students of European politics, foreign policy analysis, international relations and related disciplines.
