Recent developments in public economics have largely been in the direction of reaffirming the limits of the market and of establishing new ones. The possible existence of fundamental non-convexities, imperfect and asymmetric information, incentive compatibility, imperfect competition, strategic complementarity, and scale economies led to the conclusion that a large set of market failures exist; such situations also imply government failure. Acocella, considers this complicated picture and provides a discussion of the different approaches to establishing social 'rankings' of the possible situations and the underlying principles. The arguments for and against different institutions are then analysed at a micro and macroeconomic level. The market and the government are recognised as imperfect, and thus complementary, institutions. Specific policy targets and instruments are considered in the areas of micro and macro-economic policy. Special attention is devoted to questions of policy management in an open economy. Finally, problems of domestic and international policy co-ordination are considered.

THE FIRST GERMAN edition of this book appeared in 1940. Since then the book has gone through five more editions and has been translated into Spanish and Italian. The present English translation is based on the sixth German edition. The author was Professor of Economics at the University of Freiburg, Germany. Professor Eucken was a student at a time when the Historical School dominated the teaching of econo mics at the German universities. Although, at the beginning of his career, he did some work along the lines of the Historical School, neither the ~ims nor the methods of historical research the field of economics as practised by the representatives in of the Historical School satisfied him; and the fact that the members of this school were unable to explain the causes of economic events such as the German inflation after World War I was an added reason for him to turn to economic theory. He became, among German economists, the foremost opponent of the Historical School, which he criticised in several publica tions. Through his wrItings and his teaching he contributed his share to the revival of interest in economic theory which was noticeable in the 'twenties. And he was one of the few economists left in Germany who helped to keep this interest alive during the 'thirties and during World War II. During this time he published Kapitaltheoretische Untersuchungen (1936), and the present volume, which immediately gave rise to an extensive discussion in German economic journals.

Could the USSR have been prepared for World War II more humanely and efficiently? In this first integrated evaluation of Stalin's economic goals and actions, Holland Hunter and Janusz Szyrmer reconstruct and test Soviet results annually and by sector. Addressing historians, political scientists, and economists, the authors build a new, internally consistent, twelve-sector annual record of output and capital growth (assembling and reconciling Western reconstructions of Soviet data) to assess Soviet policy and test how alternative policies might have worked. They point out lessons from the 1930s that can be applied today. The authors analyze the basic steps marking the prewar Soviet drive: agricultural collectivization, head-long investment in heavy industry, autarkic foreign trade, and rearmament. David takes as his point of departure the orthodox rational paradigm of public policy-making--which, he argues, does not adequately reflect real-world process--to present an integrated model for economic policy formulation and execution. By juxtaposing the theoretical foundations of the rationalist model with insights drawn from alternative systems of political economy, he shows how economic decisionmaking is both more complex and less idealistic than the rational paradigm assumes. In constructing his argument, David systematically integrates ideas drawn from moral philosophy, politics, sociology, systems theory, institutional and neo-Marxian economic thought, and international dimensions of poitical economy. He suggests a reorientation of theory and analysis based on an approach emphasizing the role of values, conflicts, power, and divergent interests in the decisionmaking process.
