The Education Committee accepts that changes to student support needed to be made, but says that the delay in deciding on allocations and the guiding principles for distribution should not have been allowed to happen. The report states that the Government should have done more to acknowledge the Educational Maintenance Allowance's (EMA) combined impact on participation, attainment and retention, before it decided how to restructure financial support. The bursary scheme which is to replace the EMA will inevitably lead to inconsistencies which could distort young people's choices of where to study. It is not persuaded that bursaries administered by schools and colleges will necessarily be fairer or more discriminating than a slimmed-down, more targeted entitlement such as the EMA. The report also highlights the difficulty of transferring data between schools and colleges and encourages the Department for Education to do more to ensure that information about pupils' needs can move easily between educational institutions. The Committee supports the Government's focus on Apprenticeships but urges it to protect quality at the same time as increasing numbers participating. It also urges the Department for Education to fund the National Careers Service to provide face-to-face careers advice for young people

In doing so, it considers some thorny issues at the forefront of education policy and provision: The increasing competitive stratification within education systems ; The impact of governments who have put competition in the labour market at the heart of their policies ; Social control of potentially disruptive groups, social cohesion and the human rights agenda ; The expansion of a special education industry driven by the needs of middle class, aspirant and knowledgeable parents, anxious about the success of their 'less able' children. Written by an internationally renowned scholar, Ignorant Yobs?: Low Attainers in a Global Knowledge Economy synthesises a range of complex, highly topical issues and suggests how those with learning difficulties might, with government and employer support, contribute to a flexible labour market.

This report describes apprenticeship system development in Australia and provides a quantitative macro-level analysis of apprenticeship, traineeship, and new apprenticeship trends. Following an introduction (chapter 1), chapters 2-3 trace its European origins and establishment in colonial Australia, development and evolution through the twentieth century, establishment of traineeships in the mid-1980s, and integration of traditional apprenticeships and traineeships into a single new apprenticeship system in 1998. Chapter 4 explores Australia's comparative standing as a world-leading apprenticeship country in recent years. Chapter 5 analyzes the way the structure and nature of apprenticeships, traineeships, and new apprenticeships have changed. Chapter 6 considers changes in who is participating in apprenticeships and explores its transformation to a system providing training opportunities for all Australians. Chapters 7-8 examine system outcomes in terms of the extent of successful completion of apprenticeships, traineeships, and new apprenticeships and the job outcomes and career prospects such training leads to. Chapter 9 explores what this means for the future of the Australian apprenticeship system and identifies areas of the labor market with growth potential. Chapter 10 discusses ideas for rethinking the apprenticeship concept for the new century. Appendixes include 129 references; additional statistics and research information; and 213-item bibliography.
