Educational linguistics is transcultural, with research in the field adopting an international scope. Educational systems, on the contrary, are culture-bound. As a consequence, actual teaching differs across countries, and sometimes even among provinces, local educational authorities, and schools. However, a globalized world needs to share the various meanings of “knowing a language” and “teaching a language”, as language is the main factor of both cultural identity and national and international interaction. The framework offered here is built on eight “hypotheses”, logical models that provide the potential common core of a non-culture-bound theory of language education and of language teaching. The book thus suggests a common terminology, some common principles, and a basic paradigm to be shared in both theoretical and practical research in edu-linguistics, consequently going beyond the borders implied by such titles as European framework, American standards, and Chinese guidelines.

This volume explores and develops the framework of phases (so-called Phase Theory), first introduced in Chomsky (2000). The antecedents of such framework go back to the well-known notion of “cycle”, which concerns broader notions, such as compositionality, locality, and economy conditions. Within generative grammar, this idea of the cycle took a concrete form in the fifties, with Chomsky, Halle, and Lukoff’s (1955) pioneering work on stress, later on extended in Chomsky & Halle (1968), Halle & Vergnaud (1987), and further applied to morpho-phonology (Mascaró 1976 and Kiparski 1982), semantics (Jackendoff 1969), and syntax (Chomsky 1965, 1973). In recent years, several attempts have tried to refine and reformulate the cycle (Freidin 1999, Lasnik 2006, Uriagereka 2011). Such was the goal behind explorations on bounding nodes (Chomsky 1973) and barriers (Chomsky 1986), for which there is substantial empirical evidence showing how computation proceeds in a step-by-step fashion. Much work within minimalism has been devoted to investigate the nature of phases and their relevance for other areas of linguistic inquiry. Although it has been argued that phases have natural correlates at the interfaces, it is still unclear what the defining properties of these domains are, whether they can help us understand language acquisition, language variation, or language evolution. How is language acquisition possible? How is it that humans, within a few years of birth, can speak and understand language, transcending both its limited experience and biological limitations? In this challenge to the narrow confines of psychology and philosophy, Christina Erneling argues that language acquisition results from the interaction between linguistic creativity inherent in language and a biological and social framework of learning. Erneling explains and critically analyzes the idea that language acquisition requires a meaningful “language of thought,” contrasting this with Wittgenstein’s ideas on language and learning. Erneling shows that the assumptions in J. Fodor’s development of Chomky’s ideas into a theory of “language of thought” have significantly influenced developmental theories, yet fail to resolve the conflict between linguistic creativity and the necessity of a framework for learning. She argues that the later Wittgenstein was more concerned with the conditions of learning than is generally appreciated and shows how his remarks can be developed into an alternative approach to language learning. Understanding Language Acquisition has profound implications for evaluating hidden metatheoretical assumptions, as well as for empirical research and methods for teaching language and treating language disorders.

Ever since Chomsky laid the framework for a mathematically formal theory of syntax, two classes of formal models have held wide appeal. The finite state model offered simplicity. At the opposite extreme numerous very powerful models, most notable transformational grammar, offered generality. As soon as this mathematical framework was laid, devastating arguments were given by Chomsky and others indicating that the finite state model was woefully inadequate for the syntax of natural language. In response, the completely general transformational grammar model was advanced as a suitable vehicle for capturing the description of natural language syntax. While transformational grammar seems likely to be adequate to the task, many researchers have advanced the argument that it is "too adequate. " A now classic result of Peters and Ritchie shows that the model of transformational grammar given in Chomsky's Aspects [IJ is powerful indeed. So powerful as to allow it to describe any recursively enumerable set. In other words it can describe the syntax of any language that is describable by any algorithmic process whatsoever. This situation led many researchers to reasses the claim that natural languages are included in the class of transformational grammar languages. The conclu sion that many reached is that the claim is void of content, since, in their view, it says little more than that natural language syntax is doable algo rithmically and, in the framework of modern linguistics, psychology or neuroscience, that is axiomatic.
