Excerpt from The Freedom of the Seas One way of attacking the vexed problem of what is meant by Freedom of the Seas is to attempt to discover what the phrase has meant in the past. Since it has again and again been used as a war cry, light on the former connotations of the expression may mean light on its significance to-day and to-morrow. Therefore the main phases of an ancient controversy are outlined in these pages in the hope that the recital may at least stimulate thought at the present time. The study makes no pretense of being an exhaustive presentation of the subject. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from For the Freedom of the Seas Boston to Havre, but once rid of her cargo of lubricating oil for the armies in France, she had been forced to swing at anchor for two weeks. At last, despairing Of a fair wind, Captain Troy had had the schooner towed across to F almouth, England. Another wait had followed, a delay especially regrettable when ships were scarce and freight rates high. But at last a brisk breeze had started the Jonas Clinton on her homeward voy age only to peter out at the end of the second day, leaving the skipper, who, as half owner in the ship, was deeply concerned in her fortunes, decidedly glum. The skipper's frame Of mind was reflected by everyone else aboard, from Mr. Cupples, the mate, down to the latest addition to the crew Of eight, the tall, raw-boned Nova sco tian lad who, whatever his real name might be, was known as Bean Pole though the gloom extended in a lesser degree to two inhabitants of the four hundred ton craft, Nelson Troy and Pickles. These two were at the moment seated side by side on the forward hatch, as though awaiting this introduction. Nelson, Captain Troy's son, was seventeen, a well-built, nice-looking lad who was making his second voyage in his father's ship. Excerpt from Mare Liberum: The Freedom of the Seas So much has been, and is being, said and written about the freedom of the seas, especially in Germany and America, that it is worth while to consider what various meanings the phrase may bear, and what has already been done or attempted towards establishing and maintaining this freedom for the world. The freedom of the seas obviously means the right of the peaceful merchant vessels of all nations to go to and fro upon the seas of the world, free from all perils or restrictions save those of the winds and the waves. It rests upon the doctrine of international law which asserts that, outside territorial waters, the seas are the property of no State, but equally open to all. It may be infringed in either of two ways - either by the assertion of monopoly or the imposition of restrictions by a strong naval power, or by the violence and disorder of piracy. In order to ensure it, both of these dangers must be guarded against: naval power must not be allowed to fall into hands that will abuse it; and the seas of the world must be, somehow or other, efficiently policed. Excerpt from The Freedom of the Seas: The History of a German Trap The following pages are not designed to serve any party purpose, nor would they have been written, or published, if mere criticism of the past were their aim and object. They deal with an all-important part of a very live issue, namely, The future Naval policy of Great Britain. Such a subject, at such a time, demands outspoken treatment. It is worse than useless to gloss over, explain away, or minimise past mistakes; no public interest can be served by the adoption of such a course. It may be suggested that the title is a misnomer; but a trap is none the less a trap even if one falls into it with one's eyes Open. The quotations from Parliamentary speeches are made from the Official Debates. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from The League of Nations and Freedom of the Seas The conception of a League of Nations in the shape it has taken during the past few years is marked by a feature which distinguishes it from all its predecessors. For the first time it appears to be assumed that Freedom of the Seas, or, in other words, the abolition of belligerent rights afloat, is an essential condition of such a League, and that the two ideas are inseparable, an assumption which carries the scope of recent proposals distinctly beyond the limits of those to which the seventeenth and eighteenth centuries gave birth. None of those schemes ever gathered strength to rise from the ground, yet none of them ever burdened itself with such a load as those of the present day are expected to carry. Indeed Freedom of the Seas in the ordinary acceptance of the term is more than a load. A frank examination of what it connotes will show that it must be a spoke in the wheels which in all probability would prevent any conceivable machinery of a League from acting with effect. Excerpt from The League of Peace and a Free Sea Having determined the conception of the Freedom of the Seas as a question which only arises in time of war because such freedom already exists undisputed in times of peace, and having broadly defined it as a question of reducing belligerent rights over neutral commerce to the lowest degree compatible with the admission of naval warfare, we have to inquire what the expression connotes in practice. Excerpt from For the Freedom of the Sea: A Romance of the War Poor little Blakely Fitzhugh F airford was left be hind to the tender care Of his mother's friends and relatives in Virginia when his mother followed no, led Sir James back across the seas. He was thus early deprived of that love and care which even the sternest mother feels for her offspring, and which was lavished upon his more fortunate step-brother in Heathcote Hall in such measure that the fondest and most doting peasant woman could not have sur passed it in intensity and degree, while Blakely was more or less forgotten.
