The logic behind European monetary cooperation and integration can only be understood through an examination of French efforts to maximise their monetary power in relation to Germany and America. This book provides a detailed and historically-informed study of the motives and economic and political attitudes that shaped French policy on European developments over a thirty year period, from the collapse of the International Monetary System in the late 1960s and early 1970s through to the start of EMU on 1 January 1999.

However, given the asymmetry of European exchange rate mechanisms and the 'sound money' bias of the EMU project, the willingness and ability of French governments to participate in these arrangements depended on their pursuit of low inflationary economic policies."--BOOK JACKET.

This book explains the political background and describes the decision-making leading to European Monetary Union, as seen by a former central banker who participated in the process during more than two decades. Political rather than economic considerations were decisive in establishing EMU. French-German relations in particular form a thread that runs through the book, notably French efforts to replace German monetary domination by a form of decision-making France can influence. Thus, the issues involved are issues of power, though often presented in technical terms of economics.

This book provides an indispensable guide to the economic, political and diplomatic process that led to the creation of the European single market and the signing of the Maastricht Treaty. In this new, expanded edition Padoa-Schioppa presents a lucid assessment of the opportunities and risks that EMU entailed; assesses the economic, monetary, political, and institutional significance of the euro; and reconsiders the rationale and underlying philosophy of EMU in the light of recent developments. Padoa-Schioppa has brought together a selection of his papers and speeches, covering 1982-94, from his work as Deputy Director General of the Banca d'Italia, and has edited them thoroughly to illuminate the recent history of European integration. A central theme of his book is the belief that a group of sovereign countries cannot for long sustain free trade, unrestricted capital movement, fixed exchange rates and full autonomy of national macroeconomic policies, and so need to move towards a single currency. He discusses extensively such issues as the single currency, the tasks of a European central bank, the ECU, the role of budgetary rules, currency competition, and the relationship between EMU and political union. The author has created an insider's guide to this topical issue for students, academics, policymakers and commentators alike. This book contains extracts from documents and an extensive chronology which will be of particular use for readers.

Economic and monetary union in the European Union represents a massive change for Europe and for the world. The Road to Maastricht identifies why the agreement was possible and how the agreement was made. The book examines the motives that inspired European political leaders, the strategies that they pursued, and the institutions that were used to achieve monetary union. Drawing on a wide range of sources and unprecedented research and interviews, the book combines careful political analysis with new information about the way in which European Monetary Union was negotiated. It delves into the complex forces at work in Europe, including the cross-national political interactions, to produce an authoritative account of the boldest and riskiest venture in the history of European integration.

Europe is on the road to monetary union (EMU) even if there may be delays and diversions on the way. The focal point of EMU will be its single currency, valid throughout all participating countries, and replacing the national currencies. There will be considerable transitional pain and stress, most of all for member states with very high public debts. For the rest, the road ahead will not be smooth, but should be assisted by easier monetary policy in Germany since 1993. For some countries at least, the pain will be aggravated unnecessarily by design defects in the transitional rules for entry - which there is still time to remedy. The author - no admirer of a federal Europe - describes how EMU could actually work better in a confederal Europe with no federal chief executive and with a relatively weak Parliament. The independent Eurofed would be responsible for managing economic policy on an EC-wide basis, while national governments could use fiscal policies to mitigate local deviations. Weak regions and poor peripheral countries would require more flexible assistance from EC resources, however.

Why did France, with its strong sense of national identity, want to give up the Franc for the Euro? This book, by a former British diplomat in Paris, draws on new archive evidence to explore France's drive for European Economic and Monetary Union, and how unresolved Franco-German tensions over its design led to crisis.
