Marine environments support the livelihoods, economies, and quality of life for communities around the world. But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.

This book provides an original and groundbreaking account of the applicability and key contributions of international law to small-scale fisheries, a fisheries subsector that has been historically overlooked by governments and international legal scholarship. Small-scale fisheries constitute most of the world’s capture fisheries workforce; they sustain the livelihoods of fishers and their communities while building and transmitting traditional knowledge and culture. Significant attention has been given to small-scale fisheries by the international community over the past decade, building the momentum for dedicated research on such a topic. Nevertheless, the literature examining small-scale fisheries from an international legal perspective remains scarce. This book fills this gap by systemically examining different international legal regimes to unravel the normative foundations for securing the meaningful participation of small-scale fisheries peoples in international fisheries management. It connects the ecosystem approach, a key principle of international fisheries law, and the human rights regime to elucidate the benefits that participatory international fisheries management brings to enhance both the ecological and social aspects of fisheries sustainability. A Sustainable Future for Small States: Pacific 2050 is part of the Commonwealth Secretariat’s regional strategic foresight programme that examines whether current development strategies set the region on a path to achieve sustainable development by 2050. The study analyses whether Commonwealth Pacific small states (Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu) will achieve the Sustainable Development Goals. It reviews critical areas that can serve as a catalyst for change in the region: governance (examining political governance, development effectiveness and co-ordination, and ocean governance); non-communicable diseases; information and communications technology and climate change (focussing on migration and climate change, and energy issues). In each of these areas, possible trajectories to 2050 are explored, gaps in the current policy responses are identified, and recommendations are offered to steer the region towards the Pacific Vision of ‘a region of peace, harmony, security, social inclusion, and prosperity, so that all Pacific people can lead free, healthy, and productive lives’.
