The feasibility of contracting out specific nonessential police services and the effect on the future of California law enforcement was examined using the Fresno Police Department as a model. Nonessential police services included parking enforcement, burglary alarm response, completion of minor incident reports, investigation and reporting of non-injury traffic accidents, prisoner transportation, guarding prisoners at hospitals, and the arrest and transportation of shoplifting suspects to detention facilities. The Nominal Group technique was used to gather data and project future events and trends concerning issues of the future capability of local law enforcement to provide nonessential police services by 2001, types of nonessential police services private industry will be providing to the public by the year 2001, and cost-effectiveness of privatization of nonessential police services. The study showed that California law enforcement agencies could benefit from contracting out essential police services. In particular privatization would reduce personnel expenditures, with up to 51 percent salary savings as well as problems associated with costs of recruiting, training, and disciplining in-house employees involved in the performance of nonessential tasks. The money saved could be used to fight violent crime, drug related problems, and other community concerns.

Agencies with fifty or fewer sworn personnel have been strongly affected by budget cutbacks and retrenchment forms of management since the passage of Propositions 13 and 3, both of which have limited governmental spending. Law enforcement agencies are finding it increasingly difficult to attract quality candidates, and lawsuits against the police have also had major impacts. Small communities that previously benefited from Federal revenue sharing must now look to other forms of aid. The growth of the private security industry is associated with increased police powers of private security employees, specialized services, and decreased public services provided by traditional law enforcement. Government-sponsored research has been conducted to analyze the relation between private security and law enforcement, but public law enforcement has not established policies on interaction with the private security industry. This is particularly true of tactical situations, investigations, and training. Futures research methods are used to evaluate trends and potential events concerning the privatization of law enforcement services in Sacramento, California, by 1999. Three trends justifying future policy considerations include the level of police powers for private security, specialization in private security as a community grows, and service levels of public law enforcement agencies. Events having the greatest impact on the preceding trends involve legislation granting greater police powers to private security, legislation requiring more training for private security, and higher standards for private security. Several techniques are applied to determine weaknesses, opportunities, threats, and strengths of a particular law enforcement agency to develop a mission statement for the interaction between law enforcement and private security. Planning and management issues associated with improving the relation between law enforcement and private security are discussed. Appendices provide additional information on the study methodology.

Possible scenarios for the future of facilities for medium-sized California police departments were developed using information from a literature review, a mailed questionnaire that received responses from 88 of the 98 agencies surveyed, and a site visit and interviews in one California police agency. The analysis indicated probable trends in five areas: the use of new technology, labor force considerations, community-oriented policing, public access to police facilities, and alternative funding sources for local law enforcement. The results were used to develop a strategic plan and transition management plan for a hypothetical agency, the Cal City Police Department. The analysis identified 36 stakeholders and indicated the desirability of a statewide strategy, the Police Facility Administration (PFA). The PFA would be a component of the Commission on Peace Officer Standards and Training with a mission of providing assistance to local jurisdictions that need new police facilities. The five factors to consider in implementing the PFA strategy are lobbying efforts, funding efforts, structure, authority, and governance.

A literature review, personal interviews, and the nominal group technique were used to identify societal trends and social/technological events that might impact on the suitability of accreditation in the State. On the basis of these, three scenarios were developed that depict California law enforcement as (1) a leader in the setting of professional standards, (2) a State that chooses to ignore trends toward national professional standards, or (3) a State that leaves the decision to pursue accreditation to local government. A survey of chiefs of police and sheriffs indicates that 69 percent felt a program of State accreditation would have the greatest benefit for law enforcement, and they overwhelmingly selected the California Commission on Peace Officer Standards and Training to administer such a program if adopted. However, such a statewide accreditation program may not be economically or politically feasible and entails a duplication of effort since a national accreditation program already is offered by the Commission on Accreditation for Law Enforcement Agencies, Inc. Indications are that the national program will continue to attract agency participation. In addition to providing economic benefits, participation in the program provides a process and structure for carrying out local mandates in a manner that conforms to the latest accepted practices for law enforcement as a national profession.
