Building on the policy measures in the 10 Year Plan for Transport (ISBN 1851124136) published in July 2000, this White Paper considers factors which are likely to shape the transport system over the next 30 years, and sets out the Government's strategy to address these issues, including an outline of expenditure plans to 2015. The Government's three stated themes, upon which the strategy is built, are: sustained investment over the long term, improvements in transport management, and planning ahead. Issues discussed include: managing the increasing demand for travel and the legacy of under-investment in transport infrastructure; measures to improve the road network, including promoting a public debate on road pricing options and working alongside local authorities to tackle local congestion problems; measures to improve the rail network, including support for Crossrail, the project to create a new east-west railway across London; improving public transport, specifically bus services; promoting walking and cycling as alternatives for local trips; aviation and shipping industries; freight transport; devolved decision-making at local and regional levels; strategic options relating to spatial planning and housing growth; environmental concerns; safety and security issues. The scope of the White Paper extends to England, and to Wales and Scotland in so far as it covers UK policy responsibility. The poor health of today's roads--a subject close to the hearts of motorists, taxpayers, and government treasurers around the world--has resulted from faulty incentives that misdirect government decision-makers, according to the contributors to Street Smart. During the 1990s, bad government decision-making resulted in the U.S. Interstate Highway System growing by only one seventh the rate of traffic growth. The poor maintenance of existing roads is another concern. In cities around the world, highly political and wasteful government decision-making has led to excessive traffic congestion that has created long commutes, reduced safety, and caused loss of leisure time. Street Smart examines the privatization of roads in theory and in practice. The authors see at least four possible roles for private companies, beyond the well-known one of working under contract to design, build, or maintain governmentally provided roads. These include testing and licensing vehicles and drivers; management of government-owned facilities; franchising; and outright private ownership. Two chapters describe the history of private roads in the United Kingdom and the United States. Contemporary examples are provided of road pricing, privatizing, and contracting out are evident in environs as diverse as Singapore, Southern California, and Scandinavia, and cities as different as Bergen, Norway, and London, England. Finally, several chapters examine strategies for implementing privatization. The principles governing providing scarce resources in free societies are well known. We apply them to such necessities as energy, food, and water so why not to "road space"? The main obstacle to private, or semi-private, ownership of roads is likely to remain the reluctance of the political class to give up a lucrative source of power and influence. Those who want decisions about road services to be controlled by the interplay of consumers and suppliers in free markets, rather than by politicians, will have to explain the need for change. Street Smart makes a powerful case for the need for change and sheds light on the complex issues involved. Gabriel Roth is a transport and privatization consultant and a research fellow at the Independent Institute in Oakland, California.

How to build a transportation system to provide mobility for all Road to Nowhere exposes the flaws in Silicon Valley’s vision of the future: ride-hailing services such as Uber and Lyft to take us anywhere; electric cars to make them ‘green’; and automation to ensure transport is cheap and ubiquitous. Such promises are implausible and potentially dangerous. As Paris Marx shows, these technological visions are a threat to our ideas of what a society should be. Electric cars are not a silver bullet for sustainability, and autonomous vehicles won’t guarantee road safety. There will not be underground tunnels to eliminate traffic congestion, and micromobility services will not replace car travel any sooner than we will see the arrival of the long-awaited flying car. In response, Marx offers a vision for a more collective way of organizing transportation systems that considers the needs of poor, marginalized, and vulnerable people. The book argues that rethinking mobility can be the first step in a broader reimagining of how we design and live in our future cities. We must create streets that allow for social interaction and conviviality. We need reasons to get out of our cars and to use public means of transit determined by community needs rather than algorithmic control. Such decisions should be guided by the search for quality of life rather than for profit.
