This book reviews the global dilemma and tensions over whether to intervene or not to intervene in severe civil conflicts which test the validity of the new doctrine of Responsibility to Protect or R2P. It particularly assesses R2P’s relevance for Asia, which is defined broadly in this book to include West Asia or the Middle East and the region’s emergence as the most severe threat to international order in the form of the Arab Uprisings. While East Asia and South Asia have their share of situations that warrant R2P-justified interventions, it is the conflicts in West Asia that have severely tested the viability of R2P. Has this new norm been effective as a tool for international law and diplomacy? Are there prospects for a tweaking or repositioning of R2P as advocated by some scholars and governments to make the concept more acceptable to the global community, including Southeast Asia? Has the Westphalian doctrine of state sovereignty and non-intervention become superfluous as a result of the rise of R2P? Will a new doctrine of “Eastphalia” or “non-intervention with East Asian characteristics” emerge in its place, led by China as well as like-minded Asian and other states?

Ten new essays critique the practice armed humanitarian intervention, and the 'Responsibility to Protect' doctrine that advocates its use under certain circumstances. The contributors investigate the causes and consequences, as well as the uses and abuses, of armed humanitarian intervention. One enduring concern is that such interventions are liable to be employed as a foreign policy instrument by powerful states pursuing geo-political interests. Some of the chapters interrogate how the presence of ulterior motives impact on the moral credentials of armed humanitarian intervention. Others shine a light on the potential adverse effects of such interventions, even where they are motivated primarily by humanitarian concern. The volume also tracks the evolution of the R2P norm, and draws attention to how it has evolved, for better or for worse, since UN member states unanimously accepted it over a decade ago. In some respects the norm has been distorted to yield prescriptions, and to impose constraints, fundamentally at odds with the spirit of the R2P idea. This gives us all the more reason to be cautious of unwarranted optimism about humanitarian intervention and the Responsibility to Protect.

This book contributes to an increasingly important branch of critical security studies that combines insights from critical geopolitics and postcolonial critique by making an argument about the geographies of violence and their differential impact in contemporary security practices, including but not limited to military intervention. The book explores military intervention in Libya through the categories of space and time, to provide a robust ethico-political critique of the intervention. Much of the mainstream international relations scholarship on humanitarian intervention frames the ethical, moral and legal debate over intervention in terms of a binary, between human rights and state sovereignty. In response, O’Sullivan questions the ways in which military violence was produced as a rational and reasonable response to the crisis in Libya, outlining and destabilising this false binary between the human and the state. The book offers methodological tools for questioning the violent institutions at the heart of humanitarian intervention and asking how intervention has been produced as a rational response to crisis. War and the City examines the geopolitical significance of the Lebanese Civil War through a micro-level exploration of how the urban landscape of Beirut was transformed by the conflict.
