This study recreates the intellectual climate and transatlantic setting of turn-of-the-century American reform. It examines the influence and meaning of German social thought and reform in the American Reform Movement prior to World War I. The American Progressives used the German theories in order to develop and establish new concepts of reform and to base democracy on principles other than possessive individualism, utilitarian ethics, and market ideology that liberalism held in stock. However, due to the war these reforms lost their radical character. In the end, the progressive quest for a broader sphere of public control, participatory models of reform, and social ethics yielded to the liberal model of regulation, business co-operation, and administrative efficiency, and to the moralistic agenda of prohibition and immigration control. The financial crisis of 2008 has revived interest in economic scholarship from a historical perspective. The most in depth studies of the relationship between economics and history can be found in the work of the so-called German Historical School (GHS). The influence of the GHS in the USA and Britain has been well documented, but far less has been written on the rest of Europe. This volume studies the interconnection between economic thought and economic policy from the mid-nineteenth century to the interwar period. It examines how the School’s ideas spread and was interpreted in different European countries between 1850 and 1930, analysing its legacies in these countries. This ground-breaking work documents Russian efforts to appropriate Western solutions to the problem of economic backwardness since the time of Catherine the Great. Entangled then as now with issues of cultural borrowing, educated Russians searched for Western nations, ideas, and social groups that embodied universal economic truths applicable to their own country. Esther Kingston-Mann describes Russian Westernization--which emphasized German as well as Anglo-U.S. economics--while she raises important questions about core values of Western culture and how cultural values and priorities are determined. This is the first historical account of the significant role played by Russian social scientists in nineteenth-century Western economic and social thought. In an era of rapid Western colonial expansion, the Russian quest for the "right" Western economic model became more urgent: Was Russia condemned to the fate of India if it did not become an England? In the 1900s, Russian liberal economists emphasized cultural difference and historical context, while Marxists and prerevolutionary government reformers declared that inexorable economic laws doomed peasants and their "medieval" communities. On the eve of 1917, both the tsarist regime and its leading critics agreed that Russia must choose between Western-style progress or "feudal" stagnation. And when peasants and communes survived until Stalin's time, he mercilessly destroyed them in the name of progress. A History of American Political Theories is a comprehensive attempt to understand the full sweep of American political thought since the founding. Working within the liberal-progressive tradition, Merriam reviewed American political history in its entirety, from the founding down to his own day. He was not out to reduce political thought to a single element such as economics alone; his aim was to encompass the whole of modern social science. The political science of the liberal-progressive tradition has roots and assumptions that were born in this period and nurtured by scholars such as Merriam. The progressive tradition in general and Merriam in particular interpreted the rise of a new science of politics that would be required for the liberal-progressive world view he represented. His work stands at a momentous fork in the road; two great traditions of how American democracy should be understood, interpreted, and analyzed parted company and afterward each went their separate ways. These traditions are represented, respectively, by the founders and the liberal-progressives. There was much at stake in these academic debates, though the consequences were not entirely foreseen at the time. An overview of the authors, works, and general source material covered in History of American Political Theories is impressive. Merriam viewed the study of American democracy as an eclectic activity embracing the broadest definition of the social sciences, with particular emphasis on psychology. Such a transformation required that the social sciences be grouped as a whole rather than fragmented into separate and distinct academic departments.

At the turn of the twentieth century, the US system of public finance underwent a dramatic transformation. The late nineteenth-century regime of indirect, hidden, partisan, and regressive taxes was eclipsed in the early twentieth century by a direct, transparent, professionally administered, and progressive tax system. This book uncovers the contested roots and paradoxical consequences of this fundamental shift in American tax law and policy. It argues that the move toward a regime of direct and graduated taxation marked the emergence of a new fiscal polity - a new form of statecraft that was guided not simply by the functional need for greater revenue but by broader social concerns about economic justice, civic identity, bureaucratic capacity, and public power. Between the end of Reconstruction and the onset of the Great Depression, the intellectual, legal, and administrative foundations of the modern fiscal state first took shape.
