Asian port cities in the seventeenth and eighteenth centuries were the site of intensive cultural contact involving a broad spectrum of participants from across the world. Sea Rovers, Silver, and Samurai traces the roots of modern global East Asia by focusing on the fascinating history of its seaways. The East Asian maritime realm, from the Straits of Malacca to the Sea of Japan, has been a core region of international trade for millennia, but during the long seventeenth century (1550 to 1700), the velocity and scale of commerce increased dramatically. Chinese, Japanese, and Vietnamese smugglers and pirates forged autonomous networks and maritime polities; they competed and cooperated with one another and with powerful political and economic units, such as the Manchu Qing, Tokugawa Japan, the Portuguese and Spanish crowns, and the Dutch East India Company. Maritime East Asia was a contested and contradictory place, subject to multiple legal, political, and religious jurisdictions, and a dizzying diversity of cultures and ethnicities, with dozens of major languages and countless dialects. Informal networks based on kinship ties or patron-client relations coexisted uneasily with formal governmental structures and bureaucratized merchant organizations. Subsistence-based trade and plunder by destitute fishermen complemented the grand dreams of sea-lords, profit-maximizing entrepreneurs, and imperial contenders. Despite their shifting identities, East Asia’s mariners sought to anchor their activities to stable legitimacies and diplomatic traditions found outside the system, but outsiders, even those armed with the latest military technology, could never fully impose their values or plans on these often mercurial agents. With its multilateral perspective of a world in flux, this volume offers fresh, wide-ranging narratives of the “rise of the West” or “the Great Divergence.” European mariners, who have often been considered catalysts of globalization, were certainly not the most important actors in East and Southeast Asia. China’s maritime traders carried more in volume and value than any other nation, and the China Seas were key to forging the connections of early globalization—as significant as the Atlantic World and the Indian Ocean basin. Today, as a resurgent China begins to assert its status as a maritime power, it is important to understand the deep history of maritime East Asia.

This volume undertakes the important task of envisioning a regional history of Asia based on its unique internal characteristics, going beyond the usual West/non-West dichotomy. The “regional trade zone of modern Asia” was debated in the 1980s. Since then, Japanese historians of the socioeconomic history of Asia have explored how the traditional trade relations that had developed over the centuries in Asia responded to the so-called Western impacts in the mid-nineteenth century, including the opening of ports and tariff reduction under free trade regimes and the advance in transportation technology. Against this academic background, the four chapters in this volume examine how overseas Chinese, some of the key actors in regional and local trade, dealt with their Western counterparts, and how Asian commodities penetrated other parts of the world through the newly created web of global commerce. Hangzhou, the capital of Zhejiang Province, and the surrounding environs have one of the richest Buddhist cultures in China. In A Tale of Two Stūpas, Albert Welter tells the story of Hangzhou Buddhism through the conceptions, erections, and resurrections of Yongming Stupa, dedicated to the memory of one of Hangzhou's leading Buddhist figures, and Leifeng Pagoda, built to house stupa relics of the historical Buddha. Welter delves into the intricacies of these two sites and pays particular attention to their origins and rebirths. These sites have suffered devastation and endured long periods of neglect, yet both have been resurrected and re-resurrected during their histories and have resumed meaningful places in the contemporary Hangzhou landscape, a mark of their power and endurance. Scholarly discussions on economic development in history, specifically those linked to industrialization or modern economic growth, have paid great attention to the formation and development of the market economy as a set of institutions able to augment people’s welfare. The role of specific nonmarket practices for promoting the economic development and welfare has been a distinct concern, typically involving discussion of the state’s economic policies. How have societies tackled those issues that the market did not? To what extent did those solutions reflect the structure of an economy? Public Goods Provision in the Early Modern Economy explores these questions by investigating efforts made for the provision of "public goods" in early modern economies from the perspective of Japanese socioeconomic history during Tokugawa era (1603–1868), and by comparing those cases with others from Europe and China’s economic history. The contributors focus on three areas of inquiry—early modern era welfare policies for the poor, infrastructure, and forest management—to provide both a unique perspective on Japanese public finance at local levels and a vantage point outside of Europe to encourage a more global view of early modern political economies that shaped subsequent modern transformations.
