Most developing countries face significant and sometimes dramatic challenges in generating stable jobs that provide reasonable incomes and decent working conditions. For developing countries that have undergone lengthy periods of economic stagnation, these challenges are especially acute, and popular dissatisfaction correspondingly marked.Paraguay is a case in point. It is unlikely that any "employment policy" could lead to a major improvement in the quality of labor market outcomes unless designed and implemented in a sophisticated and coherent way. Such an approach has been infrequent in developing countries in general, and especially so in those that, like Paraguay, also suffer severe institutional weaknesses of governance. Paraguay's past failure in employment creation is mainly the result of a number of structural weaknesses described in this volume. Its current crisis is also the accumulated legacy of over a quarter century of economic stagnation and political failure fl owing from those weaknesses. The new reformist administration of President Fernando Lugo has raised hopes that the future might be better than the past.This study aims to contribute to improved policy making by analyzing the source of the problems and providing policy recommendations. The chapters describe the potential contribution of various policy areas in the face of a dauntingly negative track record and identify a number of steps that have to be taken if success is to be achieved. They put into perspective the reforms that have been undertaken to date by the country's previous administration.Paraguay's experience offers insight into the problems faced by other developing countries in today's global economy. The central message is that policy improvements must be made in a number of areas and implemented in a coordinated fashion for there to be any reasonable hope of success.

This report is the first to take stock of the labour market situation during the recovery from the global economic crisis. It incorporates the most recent labour market information available to explore the state of the labour market globally and regionally. Chapter 1 focuses on the macroeconomic context for growth and employment, and notes that the persistently high levels of unemployment stand in stark contrast to the recovery seen in several key macroeconomic indicators: global GDP, consumption, world trade and many equity markets had all recovered by 2010, surpassing pre-crisis levels. Despite rapid economic growth in 2010 the global unemployment rate stood at 6.2% versus 6.3% in 2009 and well above the 5.6% rate in 2007. Chapter 2 provides an overview of global trends in employment, unemployment, labour force participation, vulnerable employment, working poverty and other key indicators. The report finds that there were around 40 million more working poor at the extreme US$ 1.25 level in 2009 than would have been expected in the absence of the global economic crisis. An estimated 630 million workers (one in five workers in the world) were living with their families at the extreme US$ 1.25 a day level in 2009. Globally, an estimated 1.53 billion workers were in vulnerable employment in 2009, which corresponds to a vulnerable employment rate of 50.1%. Chapter 3 looks at developments across the various regions of the world. In both Chapters 2 and 3, extensive use is made of country-level data to enrich the global and regional analysis, but also to draw attention to important differences in terms of trends and challenges within regions. Chapter 4 offers policy considerations. It warns that a 'narrow' focus on reducing fiscal deficits without addressing job creation will further weaken employment prospects for the 205 million unemployed in 2010.

From an international and comparative perspective, young people’s access to the labour market is a complex issue with certain contradictory aspects reflecting the level of development of labour law and industrial relations in their respective countries. In the most advanced economies, there has been a steady increase in the age at which young people exit the educational system and enter the labour market, giving rise to significant economic and social problems. The increase in levels of educational attainment is associated in some cases with an alarming rate of unemployment among those with academic qualifications, while employers encounter considerable difficulty in recruiting workers for unskilled and semi-skilled positions. The economies of developing countries, on the other hand, are characterized by different trends, reminiscent of the early stages of modern labour law, with the large-scale exploitation of young workers and children, many of whom join the flow of migrants towards the more highly developed regions of the world, with the consequent risk of impoverishing human capital in the country of origin. The ADAPT Labour Studies Book-Series has in connection been set up with a view to achieving a better understanding of these and other issues in the field of Labour and Employment relations in a global dimension, through an interdisciplinary and comparative approach.
