This publication critically reviews the effects of globalisation on sub-Saharan Africa over the last three decades. The large gains expected from opening up to international economic forces have, to date, been limited, while there have been significant adverse consequences. Foreign direct investment in the region has been largely confined to resource - especially mineral - extraction, even as continuing capital flight has reduced financial resources available for productive investments. How can Africa, the world’s most lagging region, benefit from globalisation and achieve sustained economic growth? Africa needs greater investment by Multinational Enterprises (MNEs) to improve competitiveness and generate more growth through positive spill-over effects. Despite the fact that Africa’s returns on investment averaged 29% since 1990, Africa has gained merely 1% of global Foreign Direct Investment (FDI) flows. The challenge for African countries is how to be a more desirable destination for FDI. The study integrates three currents of economic research, namely from the literature on (endogenous) economic growth, convergence and regional integration, the explanations for Africa’s poor growth and the growing understanding of the role of MNEs in a global economy. The empirical side of the book is based on an econometric study of the determinants of FDI in Africa as well as a detailed firm-level survey conducted in 2000.

The author also warns about the dangers of the Second Scramble for Africa spearheaded by multinational corporations and their home governments to exploit the continent's natural resources for their own benefit, and emphasises that there is an imperative need for African countries to protect their interests while they at the same time actively seek foreign investors to help develop their economies. It is an inescapable fact that all countries are inextricably linked in this era of globalisation. The book can also be used in college as a primary or supplementary text in the study of development economics not only in the African context but also for other parts of the Third World. It can also serve as a guide for those who want to invest or live in Africa or simply learn about the economies of African countries covered in this study.
