Being concerned with representation, this book is about an idea, a concept, a word. It is primarily a conceptual analysis, not a historical study of the way in which representative government has evolved, nor yet an empirical investigation of the behavior of contemporary representatives or the expectations voters have about them. Yet, although the book is about a word, it is not about mere words, not merely about words. For the social philosopher, for the social scientist, words are not "mere"; they are the tools of his trade and a vital part of his subject matter. Since human beings are not merely political animals but also language-using animals, their behavior is shaped by their ideas. What they do and how they do it depends upon how they see themselves and their world, and this in turn depends upon the concepts through which they see. Learning what "representation" means and learning how to represent are intimately connected. But even beyond this, the social theorist sees the world through a network of concepts. Our words define and delimit our world in important ways, and this is particularly true of the world of human and social things. For a zoologist may capture a rare specimen and simply observe it; but who can capture an instance of representation (or of power, or of interest)? Such things, too, can be observed, but the observation always presupposes at least a rudimentary conception of what representation (or power, or interest) is, what counts as representation, where it leaves off and some other phenomenon begins. Questions about what representation is, or is like, are not fully separable from the question of what "representation" means. This book approaches the former questions by way of the latter.

Rather than giving up on women's group representation, Celis and Childs re-think and re-design representative institutions, taking women's differences--both ideological and intersectional--as their starting point. Feminist Democratic Representation considers a broad spectrum of contemporary problematics--abortion, prostitution/sex work, Muslim women's dress, and Marine Le Pen--to discuss women's under- and misrepresentation and the "good, bad and the ugly" representative. As problem-driven scholars firmly grounded in feminist and democratic empirical and theoretical political science, Celis and Childs imagine what good representation for women in all their diversity could look like--representation as it should be. To realize this ideal in today's established representative democracies, they present a second-generation feminist design for parliaments and legislatures, underpinned by a re-thinking of feminist and democratic principles. Celis and Childs conceive of representation as a mélange of dimensions, and they shift the focus in women's group representation from feminist outcome to feminist process. Inclusive, responsive, and egalitarian representation for all women demands a new category of representatives in parliaments: the "affected representatives of women" who are epistemologically and experientially close to differently affected women. Affected representatives passionately advocate within political institutions, and publicly hold elected representatives to account. Feminist processes of representation have wide effects and deepen relationships between women and their democratic institutions. The thesis of this original and provocative book is that representative government should be understood as a combination of democratic and undemocratic, aristocratic elements. Professor Manin challenges the conventional view that representative democracy is no more than an indirect form of government by the people, in which citizens elect representatives only because they cannot assemble and govern in person. But here, taking as her guide Thomas Paine’s subversive view that “Athens, by representation, would have surpassed her own democracy,” Nadia Urbinati challenges this accepted wisdom, arguing that political representation deserves to be regarded as a fully legitimate mode of democratic decision making—and not just a pragmatic second choice when direct democracy is not possible. As Urbinati shows, the idea that representation is incompatible with democracy stems from our modern concept of sovereignty, which identifies politics with a decision maker’s direct physical presence and the immediate act of the will. This book uses Sweden as a test case to analyze how parliament and elected representatives function in a representative democracy. Despite the status of Scandinavian countries as perhaps the world’s most egalitarian societies, the book argues that the best summary characterization of Swedish representative democracy is an elitist system run from above. The book also argues that an individualist representational model is relevant to the Swedish setting and most likely, to other settings as well. Representative democracy is not just party-based democracy - not even in a country with strong and disciplined parties. The book takes a broad approach to the study of political representation. It integrates into a single analytical framework concepts and theories from neighbouring traditions such as legislative behaviour, opinion formation and interest organizations. The study is based on a comprehensive set of data, including three surveys of the Members of the Swedish Parliament, corresponding voter surveys and content analysis of mass media and parliamentary records.
