Europe’s Economic and Monetary Union (EMU) is in urgent need of reform. The Euro crisis has exposed this need in a dramatic and unprecedented fashion. Yet, crisis reactions on behalf of Eurozone policy-makers have been piecemeal and hesitant, instead of constituting effective reforms capable of remedying the weaknesses of the EMU’s system of governance. This book, compiled by five scholars of the University of Hamburg, provides an in-depth analysis of the flaws of Eurozone governance by means of an innovative analytical framework based on fiscal federalism theory and game theory, further enriched by insights of theories of democratic legitimation. Its major focus is on understanding Eurozone governance as the provision of different types of public goods, each of which requires an adequate governmental structure. The study is enhanced by lessons from historical developments in currency unification in the US and in Canada which help to put the Eurozone’s woes into perspective. Governance challenges and solutions for the provision of global public goods in such areas as the environment, food security, and development. Global public goods (GPGs)—the economic term for a broad range of goods and services that benefit everyone, including stable climate, public health, and economic security—pose notable governance challenges. At the national level, public goods are often provided by government, but at the global level there is no established state-like entity to take charge of their provision. The complex nature of many GPGs poses additional problems of coordination, knowledge generation and the formation of citizen preferences. This book considers traditional public economy theory of public goods provision as oversimplified, because it is state centered and fiscally focused. It develops a multidisciplinary look at the challenges of understanding and designing appropriate governance regimes for different types of goods in such areas as the environment, food security, and development assistance. The chapter authors, all leading scholars in the field, explore the misalignment between existing GPG policies and actors' incentives and understandings. They analyze the complex impact of incentives, the involvement of stakeholders in collective decision making, and the specific coordination needed for the generation of knowledge. The book shows that governance of GPGs must be democratic, reflexive—emphasizing collective learning processes—and knowledge based in order to be effective.

Internal security is often hailed as a rapidly expanding area of European integration, with a growing number of strategies, policies and framework agreements in recent years. Yet actual cooperation, when viewed closely, proceeds at a halting pace – raising questions as to why cooperation appears so problematic. This book presents a novel, theoretically-informed way to understand internal security cooperation in Europe. The approach treats internal security as a "public good" requiring collective action amongst sovereign governments. All governments must contribute to the production of a public good; once produced, the public good benefits all governments. Fundamental obstacles to producing a public good thus arise, and can help explain the underlying difficulties facing European cooperation on internal security matters. The chapters in this book apply a public goods approach to different internal security issues, ranging from terrorism to border management, and from environmental security to natural disasters. Each study demonstrates how the various goals of internal security cooperation resemble different forms of public goods – and thus present different kinds of obstacles to effective cooperation. This book fills a theoretical gap in the literature on European internal security cooperation with a proven approach increasingly used in other scholarly fields. Scholarly discussions on economic development in history, specifically those linked to industrialization or modern economic growth, have paid great attention to the formation and development of the market economy as a set of institutions able to augment people’s welfare. The role of specific nonmarket practices for promoting the economic development and welfare has been a distinct concern, typically involving discussion of the state’s economic policies. How have societies tackled those issues that the market did not? To what extent did those solutions reflect the structure of an economy? Public Goods Provision in the Early Modern Economy explores these questions by investigating efforts made for the provision of "public goods" in early modern economies from the perspective of Japanese socioeconomic history during Tokugawa era (1603–1868), and by comparing those cases with others from Europe and China’s economic history. The contributors focus on three areas of inquiry—early modern era welfare policies for the poor, infrastructure, and forest management—to provide both a unique perspective on Japanese public finance at local levels and a vantage point outside of Europe to encourage a more global view of early modern political economies that shaped subsequent modern transformations.
