Their organisational culture, behaviour, actions and governance are important factors in how they, and the sectors they oversee, perform. The OECD Performance Assessment Framework for Economic Regulators (PAFER) looks at the institutions, processes and practices that can create an organisational culture of performance and results. This report uses PAFER to assess both the internal and external governance of Brazil’s National Agency for Water and Basic Sanitation (ANA). The review offers recommendations for the regulator to build upon its strong technical reputation and good practices. It proposes an integrated set of recommendations to help ANA best fulfil its roles relating to water resource management and water-use regulation, dam safety, and water supply and sanitation.

"This paper assesses and measures regulatory governance in 21 infrastructure regulators in Brazil. Regulatory Governance is decomposed into four main attributes: autonomy; decision-rules; means and tools; and accountability. A ranking is proposed and the main areas for improvement identified. A comparison of the proposed regulatory governance index and other indexes internationally available is performed. Section 2 sets up the analytical framework for the report, identifying key components of regulatory governance, namely, autonomy (political and financial), procedures for decision-making, tools and means (including personnel), and accountability. Section 3 assesses each of these components in practice, reporting the results of a survey with 21 regulatory agencies in Brazil, which was designed and implemented in 2005. Section 4 measures regulatory governance based on three related indexes, ranks the Brazilian regulators among themselves, and compares the proposed indexes with other two indicators available in the literature. Section 5 presents the conclusions."

Substantially reducing the number of human beings who lack access to clean water and safe sanitation is one of the key Millennium Development Goals. This book argues and demonstrates that this can only be achieved by a better integration of the technical and social science approaches in the search for improved organization and delivery of these essential services. It presents a historical analysis of the development of water and sanitation services in both developed and developing countries, which provides valuable lessons for overcoming the obstacles facing the universalization of these services. Among the key lessons emerging from the historical analysis are the organizational and institutional diversity characterizing the development of water and sanitation internationally, and the central role played by the public sector, particularly local authorities, in such development. It also explores the historical role played by cooperatives and other non-profit institutions in reaching rural and peri-urban areas, as well as the emergence of new forms of organization and provision, particularly in poor countries, where aid and development agencies have been promoting the self-organization of water systems by local communities. The book provides a critical exploration of these different institutional options, including the interaction between the public and private sectors, and the irreplaceable role of public funding as a condition for success. The book is divided into two parts: the first reviews theoretical and conceptual issues such as the political economy of water services, financing, the interfaces between water and sanitation services and public health, and the systemic conditions that influence the provision of these services, including the diversity of organizational and institutional options characterizing the governance and management of water and sanitation services. The science–policy interface is critical to the design and implementation of water policies. In theory, scientists provide policy makers with robust facts and data that can help guide decision making, and lessons from the political economy of reforms can push scientific boundaries further to trigger further research for wise solutions. While evidence-based policy is obviously desirable, in practice such a connection is not always straightforward. Another assumption behind the science–policy gap is the discrepancy between scientists and policy makers in terms of culture, process, timing, language and expected outcome. This book tries to reconcile this discrepancy through a multi-stakeholder approach to authoring its different articles. This joint initiative between the OECD – particularly its Water Governance Initiative – and the International Water Resources Association seeks to provide a canvas for grounding water policy in science, and vice versa.
