War, depression, secularization, urbanization, and the rise of industry – between 1900 and 1945 Canada struggled with all these developments, and from them was born the modern welfare state. New services were created, along with new taxes to pay for them and expanded bureaucracies to administer them. Government activity grew enormously; so did government expenditures. The role of the state in a modern industrialized society became the focus of a lively and continuing debate for two generations of intellectual reformers. Doug Owram looks back at that debate and the academics, civil servants, and political activists who engaged in it. Adam Short, W.L. Grant, Frank Underhill, W.C. Clark, Harold Innis, and many others exchanged ideas – sometimes cautiously, sometimes passionately – about the wisdom of planning and reform, and on practical schemes for their realization. Owram explores the reforming impulse and its political dimension: the impact of warm and depression on attitudes to the state, the League of Social Reconstruction and its relations with the CCF, R.B. Bennett’s New Deal, and the various changes of heart experienced over forty years by Mackenzie King. The Canada that emerged from the Second World War was very different from the one that had existed at the turn of the century relations between the individual and the state had altered drastically and irrevocably. The people examined in this book and the social and political movements in which they believed helped shape Canada’s response to powerful forces that were changing its way of life forever.

Prejudice and Pride examines and compares how English and French Canadian intellectuals viewed American society from 1891 to 1945. Based on over five hundred texts drawn largely from the era's periodical literature, the study reveals that English and French Canadian intellectuals shared common preoccupations with the United States, though the English tended to emphasize political issues and the French cultural issues. Damien-Claude Belanger's in-depth analysis of anti-American sentiment during this era divides Canadian thinkers less along language lines and more according to their political stance as right-wing, left-wing, or centrist. Selling British Columbia is an entertaining examination of the development of the tourist industry in British Columbia between 1890 and 1970. Michael Dawson argues that in order to understand the roots of the fully-fledged consumer culture that emerged in Canada after the Second World War, it is necessary to understand the connections between the 1930s, 1940s, and the postwar era. Cultural producers such as tourism promoters and the state infrastructure played important roles in fostering consumer demand, particularly during the Depression, the Second World War, and throughout the postwar era. Dawson draws upon promotional pamphlets, newspapers, advertisements, and films, as well as archival sources regarding government, civic, and international tourism organizations. Central to his book is an examination of the representation of popular imagery and of how aboriginal and British cultures were commodified and marketed to potential tourists. He also looks at the gendered aspect of these promotional campaigns, particularly during the 1940s, and challenges earlier interpretations regarding the relationship between tourism and nature in Canada. Historians have tended to focus on either the first wave of consumerism from the 1880s to the 1920s, or else on the era of economic expansion that followed World War Two. As Dawson shows, the 1930-45 period in particular was an important and dynamic one in the creation of Canadian and British Columbian consumer culture. In 1957 after a century of scathing debates and threats of provincial separation Ottawa finally tackled the dangerous fiscal inequalities among its richer and poorer provinces. Equalization grants allowed the poorer provinces to provide relatively equal services for relatively equal levels of taxation. The Art of Sharing tells the dramatic history of Canada's efforts to save itself. The introduction of federal equalization grants was controversial and wealthier provinces such as Alberta – wanting to keep more of their taxpayers' money for their own governments – continue to attack them today. Mary Janigan argues that the elusive ideal of fiscal equity in spite of dissent from richer provinces has helped preserve Canada as a united nation. Janigan goes back to Confederation to trace the escalating tensions among the provinces across decades as voters demanded more services to survive in a changing world. She also uncovers the continuing contacts between Canada and Australia as both dominions struggled to placate disgruntled member states and provinces that blamed the very act of federation for their woes. By the mid-twentieth century trapped between the demands of social activists and Quebec's insistence on its right to run its own social programs Ottawa adopted non-conditional grants in compromise. The history of equalization in Canada has never been fully explored.
