Excerpt: ...Bey, below, p. 265; Postel, iii. 66-70. was under the care of the two principal Defterdars, or treasurers, one for Rumelia and one for Anatolia, aided by two of lower rank, one for Aleppo and the southwest and one for the Danubian countries.1 The principal Defterdars were men of great position, with large incomes and households, and possessing the right of audience with the sultan in regard to matters of revenue.2 Under them were twenty-five departments or bureaus, as instituted by the Conqueror, each with a chief, or Khojagan, who directed a number of clerks of different grades. Between these and the Defterdars were several intermediate officials, of whom the most important were the two Rusnamekjis, or book-keepers. The total personnel of the treasury department numbered more than eight hundred.3 A list of the twenty-five bureaus, or kalems, with a statement of the provinces of each, will give an excellent idea of the complicated financial arrangements of the Ottoman government. Taken as a whole, they show in outline the economic substructure of the Ruling Institution, as well as that of the Moslem Institution, with exception of the sultan's private treasury, out of which most of the inner service of the court was paid, and of the provisions for the officers and judges of local government: --i. The Buyuk Rusnameh Kalemi, or greater book-keeping bureau, was the central office to which all the accounts were brought from the other bureaus. The city had been an imperial capital as far back as the 4th century, when Constantine the Great shifted the power center of the Roman Empire there, effectively establishing two almost equally powerful halves of antiquity's greatest empire. Constantinople would continue to serve as the capital of the Byzantine Empire even after the Western half of the Roman Empire collapsed in the late 5th century. Selim's aggressive rule left the Janissaries efficient and strong, the Mamluks defeated, and the holy cities subsumed into the empire. The Republic of Venice in the west, as well as the Safavids in the east, had been weakened, and for the first time, the Ottoman had a fleet able to challenge old trade structures and rise as a new dominant power on the seas. Things were going well, and Suleiman intended to keep it that way. Suleiman would rule for about 45 years, during which the Ottoman Empire reached its greatest extent, both in terms of expansion and culture. His reforms made the Ottomans arguably the world's most powerful force on land and at sea. It was during his reign that the Ottomans made their most forceful incursions into Europe, greatly changing the way alliances and power were balanced on that continent. The time after Suleiman's death was once recognized by scholars and historians as the "Decline of the Ottoman Empire," but this consensus opinion changed in the 1980s and is now commonly referred to as the "Era of Transformation." The following years were not necessarily a decline but a shift in the empire's focus, where the constant expansion and warring halted in exchange for internal stability.
