BAA Limited owns and operates seven UK airports: Heathrow, Gatwick, Stansted, Southampton, Glasgow, Edinburgh and Aberdeen. They handle nearly 150 million passengers a year, and are a vital part of the country's transport infrastructure. In the light of the Office of Fair Trading's referral of BAA to the Competition Commission, to investigate whether BAA's market position was limiting competition in the UK aviation sector, the Committee set up its own inquiry. It particularly wanted to consider: the regulatory framework; the quality of service provided; the size and quality of investment; any consequences following the acquisition of BAA by Ferrovial; the implications of further runway and terminal capacity; how more competition could be introduced into the market. The Committee concludes that the drawbacks of common ownership outweigh the advantages, and identifies a problem with service quality. It believes that increased competition is possible, and hopes the Competition Commission will ensure a healthy, competitive airport sector for the future.

This White Paper sets out a strategic policy framework for the development of airport capacity in the UK over the next 30 years. Chapters focus on the following: the strategic framework; the environmental impacts; the air transport sector. It also looks at individual regions and the impact for them, including: Scotland, Wales and Northern Ireland, also the North of England, the Midlands, the South West and finally the South East. The framework itself can be used by public bodies, air operators and airlines for future planning applications. It also sets out the Government and devolved administrations' conclusions on the case for future airport expansion, taking into account the large consultation exercise of over half million respondents. This paper provides reasons why airport capacity should be expanded, but recommends a balanced approach to the issue. Among the reasons are: the economic importance of air travel for the country’s economy and the increased desire amongst the population for foreign travel, which should be balanced against minimizing, where possible the environmental effects to an area where airports are situated. These are some of the main cases for future development following a full environmental assessment: for Scotland: an additional runway at Edinburgh Airport; substantial terminal development at Glasgow Airport. For Wales: further terminal development needed at Cardiff airport. For Northern Ireland: development of increased capacity at Belfast. For the North of England: additional terminal capacity provided at Manchester Airport and development of increased capacity at Liverpool John Lennon Airport. For the Midlands: additional runway for Birmingham. For South West England: expansion of Bristol Airport. For South East England: a new runway at Stansted; further development of Heathrow supported, including a further runway and additional terminal capacity. Some options though are not to be followed through, including: two new runways at Gatwick, a development of a second runway at Luton, and a new airport at Cliffe, a new airport of central Scotland, and a new airport at Rugby.

In the last decade many countries turned to private sources to provide services formerly offered by public agencies. Europeans, particularly the British and the French, were leaders in this movement. Developing countries also experimented extensively with privatization in the 1980s, with varying degrees of success. Because governments around the world are heavily involved in transportation, it is a natural focus of privatization experiments and in many ways has been at the cutting edge. Going Private examines the diverse privatization experiences of transportation services and facilities. Cases are drawn from the United States, Asia, Europe, and Latin America. Since almost every country has experimented to some degree with highway and bus privatization, the authors focus particularly on these services, although they also discuss urban rail transit and airports. Highways and buses, they explain, encompass all three of the most common and basic forms of privatization: the sale of an existing state-owned enterprise; use of private, rather than public, financing and management for new infrastructure development; and contracting out to private vendors public services previously provided by government employees. After thoroughly examining these services and discussing the motives for, and objections to, privatization, the authors look at the prospects for privatization in other sectors and industries. They assess those circumstances in which privatization is most likely to succeed and those in which it is most likely to fail, for political as well as economic reasons. The authors conclude that privatization involves many political and social as well as economic dimensions. Privatization is usually not simply a matter of efficiency improvements or capital augmentation but also involves such deeply imbedded societal concerns as equity, income transfers, environmental problems, and attitudes toward taxation and the role of government.
