Latin American opinion surveys consistently point to Peruvian citizens' deep distrust of their elected rulers and democratic institutions. The 2011 presidential and legislative elections in Peru, along with the regional and municipal polls of the previous year, showed once again the degree of political fragmentation in contemporary Peru and the weakness of its party system. Fractured Politics examines the history of political exclusion in Peru, the weakness of representative institutions, and the persistence of localized violent protest. It also evaluates the contribution of institutional reforms in bridging the gap between state and society, including Peru's Law on Political Parties, administrative decentralization, and the experience of the Defensoría, or ombudsman's office. In the months following disgraced ex-President Alberto Fujimori's flight to Japan, Peru had a political crisis on its hands. The newly elected government that came together in mid-2001 faced a skeptical and suspicious public, with no magic bullet for achieving legitimacy. Many argued that the future of democracy was at stake, and that the government's ability to decentralize and incorporate new actors in decision-making processes was critical. Toward that end, the country's political elite devolved power to subnational governments and designed new institutions to encourage broader citizen participation. By 2002, Peru's participatory decentralization reform (PDR) was finalized and the experiment began. This book explores the possibilities and limitations of the decision to restructure political systems in a way that promotes participation. The analysis also demonstrates the power that political, historical, and institutional factors can have in the design and outcomes of participatory institutions. Using original data from six regions of Peru, political scientist Stephanie McNulty documents variation in PDR implementation, delves into the factors that explain this variation, and points to regional factors as prime determinants in the success or failure of participatory institutions.

With the role of local government becoming more important as Latin American countries moved away from state-led development models in the 1980s, and with social movements helping to bring about the transition to democracy, questions arose about whether and how popular participation at the local level might be able to contribute to the consolidation of democracy from the grassroots upward. This book, based on extensive research in low-income districts of Lima, provides a sophisticated analysis of the relationship between a resurgent civil society and democratization. Exploring the complex interactions among urban popular movements, local government, political parties, and nongovernmental organizations (NGOs), Sch&önw&älder shows that the democratic potential of these movements is genuine but that their influence has been limited. His balanced assessment credits their achievements while illuminating the sources of their failures, mainly a variety of institutional barriers and a persistent threat of manipulation and co-optation by stronger actors, especially political parties. While leftist governments have been elected across Latin America, this ‘Pink Tide’ has so far failed to reach Peru. Instead, the corporate elite remains firmly entrenched, and the left continues to be marginalised. Peru therefore represents a particularly stark example of ‘state capture’, in which an extreme concentration of wealth in the hands of a few corporations and pro-market technocrats has resulted in a monopoly on political power. Post the 2016 elections, John Crabtree and Francisco Durand look at the ways in which these elites have been able to consolidate their position at the expense of genuine democracy, with a particular focus on the role of mining and other extractive industries, where extensive privatization and deregulation has contributed to extreme disparities in wealth and power. In the process, Crabtree and Durand provide a unique case study of state development, by revealing the mechanisms used by elites to dominate political discussion and marginalize their opponents, as well as the role played by external actors such as international financial institutions and foreign investors. The significance of Crabtree’s findings therefore extends far beyond Peru, and illuminates the wider issue of why mineral-rich countries so often struggle to attain meaningful democracy.
