The Governor's Dilemma develops a general theory of indirect governance based on the tradeoff between governor control and intermediary competence; the empirical chapters apply that theory to a diverse range of cases encompassing both international relations and comparative politics. The theoretical framework paper starts from the observation that virtually all governance is indirect, carried out through intermediaries. But governors in indirect governance relationships face a dilemma: competent intermediaries gain power from the competencies they contribute, making them difficult to control, while efforts to control intermediary behavor limit important intermediary competencies, including expertise, credibility, and legitimacy. Thus, governors can obtain either high intermediary competence or strong control, but not both. This competence-control tradeoff is a common condition of indirect governance, whether governors are domestic or international, public or private, democratic or authoritarian; and whether governance addresses economic, security, or social issues. The empirical chapters analyze the operation and implications of the governor's dilemma in cases involving the governance of violence (e.g., secret police, support for foreign rebel groups, private security companies), the governance of markets (e.g., the Euro crisis, capital markets, EU regulation, the G20), and cross-cutting governance issues (colonial empires, "). Competence-control theory helps explain many features of governance that other theories cannot: why indirect governance is not limited to principal-agent delegation, but takes multiple forms; why governors create seemingly counter-productive intermediary relationships; and why indirect governance is frequently unstable over time.

The world seems divided to either applaud or fear the rise of China, but this book probes deeper by investigating three aspects of the phenomenon in detail: 1) the institutional dilemmas of the prosperity as it integrates Asian authoritarianism with globalizing capitalism to create economic accomplishments; 2) the political struggles alongside the prosperity as Chinese citizens begin to demand equality, rights, and justice that might be viewed to disturb the continuity of stability and development; and 3) the global implications entailed by the prosperity — not only in power politics, war and peace, or competitions among nations, but especially on global public goods termed “human security”. This is a book by people who have had to make decisions which affect the environment in which we all live, decisions which sometimes affect the quality of life of millions. It is not an academic disquisition on how to approach decision-making. Most of the chapters are written by scientists who have had to take action or make recommendations on environmental matters in situations where the data are incomplete or choices hedged by factors beyond scientific resolution; the result is that they have had to resolve dilemmas about the proper way forward in the matter. My brief to the authors was to describe issues with which they had been personally concerned, rather than simply select from the vast range of envir- mental problems 'out there'. The only exception to this was Andrew Brennan (Chapter 1), who is a professional philosopher; I asked him to say something about the processes and errors indulged by environmental decision-makers. There is some overlap between chapters, but this is not extensive. I have made no attempt to eliminate it, because the aim has been to present personal points of view, not a systematic account of environmental problems. Similarly, there are important topics which are not covered. Indeed, a critic would complain that a book on environmental dilemmas which does not deal directly with the crucial divide between development and conservation is almost wholly irrelevant; from one point of view, it could be condemned as fiddling while Rome burns.

This book rethinks gubernatorial effects on national politics using the case of the Argentine Senate. Simultaneously analyzing senatorial behavior in committees and on the floor, Kikuchi argues that senators strategically change their actions according to stages in the legislative process, and that longstanding governors may influence national politics, causing their senators to shelve unwanted presidential bills at the committee stage. He explains senatorial behavior focusing on varieties in the combinations of principals, whose preferences senators must take into account, and shows that legislators under the same electoral system do not necessarily behave in the same way. He also demonstrates that this argument can be applied to cases from other federal countries, such as Brazil and Mexico. Based on rich qualitative evidence and quantitative data, the book offers a theoretical framework for understanding how some governors may influence national politics.
