The Guise of Exceptionalism compares the historical origins of Haitian and American exceptionalisms. It also traces how exceptionalism as a narrative of uniqueness has shaped relations between the two countries from their early days of independence through the contemporary period. Exceptionalism is at the core of every national founding narrative. It allows countries to purge history of injurious stains, and embellish it with mythical innocence and claims of distinction. Exceptionalism also builds the bonds of solidarity that forge an imagined national fellowship of the chosen, but it excludes those deemed unfit for membership because of their race, ethnicity, gender, or class. Exceptionalism, however, is not frozen. As a social invention, it changes over time, but always within the parameters of its original principles. Our capacity to reinvent it is dependent on the degree of hegemony achieved by the ruling class, and if this class has the infrastructural power to gradually co-opt and include €the groups it had once excluded.

This book analyzes a significant group of contemporary historical fictions that represent damaging, even catastrophic times for people and communities; written “after the wreck,” they recall instructive pasts. The novels chronicle wars, slavery, racism, child abuse and genocide; they reveal damages that ensue when nations claim an exalted, exceptionalist identity and violate the human rights of their Others. In sympathy with the exiled, writers of these contemporary historical fictions create alternative communities on the state’s outer fringes. These fictive communities include where the state excludes; they foreground relations of debt and obligation to the group in place of individualism, competition and private property. Rather than assimilating members to a single identity with a unified set of views, the communities open multiple possibilities for belonging. Analyzing novels from Britain, Australia and the U.S., along with additional transnational examples, Susan Strehle explores the political vision animating some contemporary historical fictions.

A respected Chinese political philosopher calls for the Communist Party to take the lead in moving China along the path to democracy before it is too late. With Xi Jinping potentially set as president for life, China’s move toward political democracy may appear stalled. But Jiwei Ci argues that four decades of reform have created a mentality in the Chinese people that is just waiting for the political system to catch up, resulting in a disjunction between popular expectations and political realities. The inherent tensions in a largely democratic society without a democratic political system will trigger an unprecedented crisis of legitimacy, forcing the Communist Party to act or die. Two crises loom for the government. First is the waning of the Communist Party’s revolutionary legacy, which the party itself sees as a grave threat. Second is the fragility of the next leadership transition. No amount of economic success will compensate for the party’s legitimacy deficit when the time comes. The only effective response, Ci argues, will be an orderly transition to democracy. To that end, the Chinese government needs to start priming its citizens for democracy, preparing them for new civil rights and civic responsibilities. Embracing this pragmatic role offers the Communist Party a chance to survive. Its leaders therefore have good reason to initiate democratic change. The hidden history of African uranium and what it means—for a state, an object, an industry, a workplace—to be “nuclear.” Uranium from Africa has long been a major source of fuel for nuclear power and atomic weapons, including the bomb dropped on Hiroshima. In 2003, after the infamous “yellow cake from Niger,” Africa suddenly became notorious as a source of uranium, a component of nuclear weapons. But did that admit Niger, or any of Africa's other uranium-producing countries, to the select society of nuclear states? Does uranium itself count as a nuclear thing? In this book, Gabrielle Hecht lucidly probes the question of what it means for something—a state, an object, an industry, a workplace—to be “nuclear.” Hecht shows that questions about being nuclear—a state that she calls “nuclearity”—lie at the heart of today's global nuclear order and the relationships between “developing nations” (often former colonies) and “nuclear powers” (often former colonizers). Hecht enters African nuclear worlds, focusing on miners and the occupational hazard of radiation exposure. Could a mine be a nuclear workplace if (as in some South African mines) its radiation levels went undetected and unmeasured? With this book, Hecht is the first to put Africa in the nuclear world, and the nuclear world in Africa. By doing so, she remakes our understanding of the nuclear age.
