This book analyses the war against drugs, violence in streets, schools and families, and mining conflicts in Latin America. This book explores the topic of peace and the long-term survival of the human species. How can we know if the peace that has been established following a civil war is a stable peace? More than half of all countries that experienced civil war since World War II have suffered a relapse into violent conflict, in some cases more than once. Meanwhile the international community expends billions of dollars and deploys tens of thousands of personnel each year in support of efforts to build peace in countries emerging from violent conflict. This book argues that efforts to build peace are hampered by the lack of effective means of assessing progress towards the achievement of a consolidated peace. Rarely, if ever, do peacebuilding organizations and governments seek to ascertain the quality of the peace that they are helping to build and the contribution that their engagement is making (or not) to the consolidation of peace. More rigorous assessments of the robustness of peace are needed. These assessments require clarity about the characteristics of, and the requirements for, a stable peace. This in turn requires knowledge of the local culture, local history, and the specific conflict dynamics at work in a given conflict situation. Better assessment can inform peacebuilding actors in the reconfiguration and reprioritization of their operations in cases where conditions on the ground have deteriorated or improved. To build a stable peace, it is argued here, it is important to take the measure of peace.

Just War has attracted considerable attention. The words peace and justice are often used together. Surprisingly, however, little conceptual thinking has gone into what constitutes a Just Peace. This book, which includes some of the world's leading scholars, debates and develops the concept of Just Peace. The problem with the idea of a Just Peace is that striving for justice may imply a Just War. In other words, peace and justice clash at times. Therefore, one often starts from a given view of what constitutes justice, but this a priori approach leads - especially when imposed from the outside - straight into discord. This book presents conflicting viewpoints on this question from political, historical, and legal perspectives as well as from a policy perspective. The book also argues that Just Peace should be defined as a process resting on four necessary and sufficient conditions: thin recognition whereby the other is accepted as autonomous; thick recognition whereby identities need to be accounted for; renouncement, requiring significant sacrifices from all parties; and finally, rule, the objectification of a Just Peace by a "text" requiring a common language respecting the identities of each, and defining their rights and duties. This approach based on a language-oriented process amongst directly concerned parties, goes beyond liberal and culturalist perspectives. Throughout the process, negotiators need to build a novel shared reality as well as a new common language allowing for an enduring harmony between previously clashing peoples. It challenges a liberal view of peace founded on norms claiming universal scope. The liberal conception has difficulty in solving conflicts such as civil wars characterized typically by fundamental disagreements between different communities. Cultures make demands that are identity-defining, and some of these defy the "cultural neutrality" that is one of the foundations of liberalism. Therefore, the concept of Just Peace cannot be solved within the liberal tradition.

Why do cease-fire agreements sometimes last for years while others flounder barely long enough to be announced? How to maintain peace in the aftermath of war is arguably one of the most important questions of the post--Cold War era. And yet it is one of the least explored issues in the study of war and peace. Here, Page Fortna offers the first comprehensive analysis of why cease-fires between states succeed or fail. She develops cooperation theory to argue that mechanisms within these agreements can help maintain peace by altering the incentives for war and peace, reducing uncertainty, and helping to prevent or manage accidents that could lead to war. To test this theory, the book first explores factors, such as decisive victory and prior history of conflict, that affect the baseline prospects for peace. It then considers whether stronger cease-fires are likely to be implemented in the hardest or the easiest cases. Next, through both quantitative and qualitative testing of the effects of cease-fire agreements, firm evidence emerges that agreements do matter. Durable peace is harder to achieve after some wars than others, but when most difficult, states usually invest more in peace building. These efforts work. Strong agreements markedly lessen the risk of further war. Mechanisms such as demilitarized zones, dispute resolution commissions, peacekeeping, and external guarantees can help maintain peace between even the deadliest of foes.
