Marks the centenary of the posting of the first Australian High Commissioner in London, so beginning what is today Australia's oldest diplomatic mission. In 1910, when Sir George Reid was appointed its first High Commissioner in London, Australia was a self-governing but not yet sovereign state and the Australian Governor-General remained the most important channel of communication between the Australian and United Kingdom governments until the late 1920s. The book traces the history of the office and in doing so illuminates the larger story of Australian-United Kingdom relations in the twentieth century, the evolution of Australia from British colony to sovereign state and the gradual transition of the United Kingdom from head of an empire to member of the European Union.

In contemporary international relations the United Nations High Commissioner for Human Rights is a central actor, promoting human rights laws and institutions within countries, speaking out against gross violations of human rights, integrating human rights into efforts for conflict prevention, peacemaking, peacekeeping, peacebuilding, development and humanitarian affairs. The author exercised the functions of UN High Commissioner for Human Rights in a turbulent period involving the conflict in Iraq, the conflict in Cote d'Ivoire, and the crisis in Darfur, Sudan. In this unique work he tells the story of the role of the High Commissioner in leadership and advocacy, crisis response, diplomatic initiatives, mainstreaming human rights, and strengthening the Office of High Commissioner. The texts of the principal reports referred to the essays contained in Part One are reproduced in Part Two, offering the reader important insights into the reasoning, the methods and the techniques used in the work of the High Commissioner. This is the first book ever written by a serving High Commissioner in the history of the institution. It is obligatory reading for all students and practitioners of human rights.

Quiet Diplomacy in Action is the first comprehensive account of the work of Max van der Stoel as High Commissioner on National Minorities for the Organization for Security and Co-operation in Europe (OSCE). Because Van der Stoel worked discreetly, until now very little has been written about his activities. This book takes the reader behind the scenes to explain why the post of High Commissioner was created, what his mandate is, how he worked in practice, and what recurrent themes and issues he encountered. Quiet Diplomacy in Action also gives a detailed summary of the High Commissioner's activities in the more than fifteen countries that he was involved with between 1993 and 2001. Major documents relating to national minorities in the OSCE context are included in an annex. As Michael Ignatieff writes in the Foreword: `Everyone talks about conflict prevention. One of the few senior figures that actually does it is the OSCE High Commissioner on National Minorities'. This book, written in co-operation with Mr. Van der Stoel, gives a unique insight into conflict prevention, minority rights, and the challenge of resolving inter-ethnic tensions. It should be considered a primary resource for all those interested in these subjects.

prospects of the High Commissioner proposal with careful scholarship and shrewd judgment. Mr. Clark wrote the first draft of this book under my supervision for the degree of Doctor of the Science of Law at Columbia Law School before returning to take up his career as a law teacher in his native New Zealand. I am delighted that his work, in this improved and updated version, is now being published. It fills a real need, since it is the first book on this important subject. On this occasion it might be appropriate to add a few comments on the history of the High Commissioner proposal. As Mr. Clark indicates, I had something to do with its "revival" in the United States Government during the closing months of the Kennedy Administration. A few details as to how this "revival" took place may perhaps be useful to students of international relations and international organization.

Ever since its creation, the United Nations has sought to protect as well as to promote human rights. Those who campaigned for decades for the establishment of the post of High Commissioner for Human Rights did so in the hope that the High Commissioner would spearhead the efforts of the United Nations and the international community to protect those at risk or whose rights are being violated. How has the High Commissioner contributed to international protection since the establishment of the office in 1993? This book, the first-ever written on the office since its establishment, presents the protection role of the High Commissioner. It argues that limited protection functions are carried out by the Security Council, the Secretary-General, the Commission on Human Rights and its special procedures, and the High Commissioner. However, international protection is still in its infancy and much more remains to be done to bring about a protection system that effectively anticipates and prevents gross violations, contributes to mitigation and cure, and facilitates remedies and compensation. This is a valuable pioneering work in the area of the international protection of human rights.
