This book approaches the Arctic from a postcolonial perspective, taking into account both its historical status as a colonised region and new, economically driven forms of colonialism. One catchphrase currently being used to describe these new colonialisms is 'the scramble for the Arctic'. This cross-disciplinary study, featuring contributions from an international team of experts in the field, offers a set of broadly postcolonial perspectives on the European Arctic, which is taken here as ranging from Greenland and Iceland in the North Atlantic to the upper regions of Norway and Sweden in the European High North. While the contributors acknowledge the renewed scramble for resources that characterises the region, it also argues the need to 'unscramble' the Arctic, wresting it away from its persistent status as a fixed object of western control and knowledge. Instead, the book encourages a reassertion of micro-histories of Arctic space and territory that complicate western grand narratives of technological progress, politico-economic development, and ecological 'state change'. This pivot describes the ups and downs of Norwegian High North politics since the end of the Cold War. It considers how political interest in the Arctic has been growing rapidly in the international community as states stake their claim to areas of the continental shelf in the Arctic Ocean, and focuses on Russia’s actions, as the Arctic state with the longest shoreline and the only one outside NATO. The author argues that among the Western countries, Norway has the most extensive experience in tackling Russia in the Arctic, and the neighbourhood with the Russian Bear invariably shapes foreign policy, notably in matters of security, and how foreign policy concerns are intertwined with economic motives, be that hopes of access to the big Russian market or to the oil and gas fields on the Russian Arctic shelf. To achieve the combined goal of security and business, the Norwegian Government has regularly orchestrated “Arctic waves” to direct the attention of local, national and international politicians and businesses to the alleged opportunities of the North. This book offers the first comprehensive examination of Russia's Arctic strategy, ranging from climate change issues and territorial disputes to energy policy and domestic challenges. As the receding polar ice increases the accessibility of the Arctic region, rival powers have been manoeuvering for geopolitical and resource security. Geographically, Russia controls half of the Arctic coastline, 40 percent of the land area beyond the Circumpolar North, and three quarters of the Arctic population. In total, the sea and land surface area of the Russian Arctic is about 6 million square kilometres. Economically, as much as 20 percent of Russia's GDP and its total exports is generated north of the Arctic Circle. In terms of resources, about 95 percent of its gas, 75 percent of its oil, 96 percent of its platinum, 90 percent of its nickel and cobalt, and 60 percent of its copper reserves are found in Arctic and Sub-Arctic regions. Add to this the riches of the continental shelf, seabed, and waters, ranging from rare earth minerals to fish stocks. After a spike of aggressive rhetoric when Russia planted its flag in the Arctic seabed in 2007, Moscow has attempted to strengthen its position as a key factor in developing an international consensus concerning a region where its relative advantages are manifest, despite its diminishing military, technological, and human capacities.

The Law of the Seabed reviews the most pressing legal questions raised by the use and protection of natural resources on and underneath the world’s seabeds. While barely accessible, the seabed plays a major role in the Earth’s ecological balance. It is both a medium and a resource, and is central to the blue economy. New uses and new knowledge about seabed ecosystems, and the risks of disputes due to competing interests, urge reflection on which regulatory approaches to pursue. The regulation of ocean activities is essentially sector-based, and the book puts in parallel the international and national regimes for seabed mining, oil and gas, energy generation, bottom fisheries, marine genetic resources, carbon sequestration and maritime security operations, both within and beyond the national jurisdiction.
