96 women, men and children died as a result of the disaster in Hillsborough Stadium on 15 April 1989. They were crushed due to overcrowding in the Leppings Lane terrace, penned in by the ground's fencing. Hundreds more were injured and thousands traumatised. Lord Justice Taylor led a judicial inquiry (1990, Cm. 962, ISBN 9780101096225), concluding that the main cause of the disaster was the failure of police control. The next 11 years saw a variety of investigations and proceedings, including a scrutiny of new evidence (Lord Justice Stuart-Smith, 1998, Cm. 3878, ISBN 9780101387828). Yet many bereaved families felt that the true context, circumstances and aftermath had not been adequately made public, and were particularly aggrieved that it had become widely assumed that Liverpool fans' behaviour had contributed to the disaster. The Independent Panel was established in 2010 to oversee full public disclosure of all documents relating to the disaster and to report on its work. This report is in three parts. Firstly it shows what was already known and in the public domain by 2010. Secondly, in 12 detailed chapters, it describes what the disclosed documents add to public understanding. The third part gives a review of options for providing an archive of the documents. The disclosed documents (available at http://panel.hillsborough.independent.gov.uk/) add considerably to public understanding. They show that multiple factors were responsible for the tragedy and that the fans were not the cause. The report also shows that the bereaved families met a series of obstacles in their search for justice over more than 20 years.

The largely local displays of grief witnessed on Merseyside following the Hillsborough disaster were, however, repeated and provided a pre-text for the national (and global) public mourning which accompanied the death of Princess Diana. What was it, this book asks, about the Hillsborough disaster and death of Princess Diana that provoked such strong emotions? Why and how did these ostensibly similar events produce such contrasting reactions, moving some people, including the book’s author, to mourn one event but resist the mourning for the other? Mourning and Disaster provides an insight into a series of questions raised by the public mourning that followed these two events. On April 15 1989, 96 football supporters died and over 700 were injured in the Hillsborough Stadium disaster - one of the worst tragedies in football history. Brian Cranwell, a local vicar, was there overnight organising help and care for those seeking news of the injured and dying. While the verdicts of the Warrington Inquest jury have listed culpability of not just the police and ambulance services but also the Sheffield Wednesday club and other agencies, media and public discussion has focused almost entirely on the shortcomings of the police and the decision that the victims were unlawfully killed. The fact is that the tragedy would have come as no surprise to anyone involved. The Wednesday club Directors had failed to implement safety recommendations, on cost grounds, made after previous crushes that had left many people injured. The Football Association was aware that the ground had been refused clearance for international matches. The Inspectorate responsible for ground safety had not renewed the ground's safety certificate for 10 years. And the police and Social Services, despite previous similar events, had no major incident contingency plans. Although legislation was introduced 100 years earlier to ensure safety in theatres (following a fire killing 150 people in Bristol), it was not until 1975 that the Safety in Sports Grounds Act was set up for arenas that hold 20 or 30 times more people than theatres. The Hillsborough disaster never should have happened. But Brian Cranwell discusses examples of other institutions, many of whom have experienced major incidents resulting in death, yet who, as shown by the history of football clubs, believe "it could not happen here" or treat such incidents as a "one off." He also points out that many other issues, from facilities for disabled fans to health and mental consequences of the use of the head in sports, indicate that the attitudes towards the welfare of fans and players (described by Sir Stanley Matthews as treating them as terrace fodder) is secondary in many wealthy clubs to maximising income.
