This book continues the narrative begun by the author in Wars of Latin America, 1899-1941. It provides a clear and readable description of military combat occurring in Latin America from 1948 to the start of 1982. (In an unusual peaceful lull, Latin America experienced no wars from 1942 to 1947.) Although the text concentrates on combat narrative, matters of politics, business, and international relations appear as necessary to explain the wars. The author draws on many previously unknown sources to provide information never before published. The book traces the many insurgencies in Latin America as well as conventional wars. Among the highlights are the chapters on the Cuban and Nicaraguan insurrections and on the Bay of Pigs invasion. One goal of the text is to explain why, of the many insurgencies appearing in Latin America, only those in Cuba and Nicaragua were successful in overthrowing governments. The book also helps explain why even unsuccessful insurgencies have survived for decades, as has happened in Colombia and Peru. Long before “Cesar Chávez” and “Chicano” became commonly known, the word “bracero” had established itself in the language of American politics. The Mexican Farm Labor Program—or bracero program as it came to be known—was from its inception in 1942 a highly controversial issue. At international, national, and subnational levels, it remained the focal point of an intense interest-group struggle. This struggle and its group combatants provide the central concern of this study. In the early 1940’s agribusiness interests had sought to contract Mexican laborers (“braceros”) for work on United States farms. With the entry of the United States into World War II, legislation was passed for contracting braceros on a large scale. What was originally a wartime measure soon became an institution. During twenty-two years, 4.2 million braceros were contracted. The United States, at the insistence of the Mexican government, became a partner in the program, ensuring that the braceros were provided housing, set wages, and other benefits. The program was, however, detrimental to one group in the United States: the native farmworker. Not only was the bracero provided guarantees that the native could not demand, but the bracero also got the native’s job. During the late forties and fifties, organized labor gathered its forces in Congress to oppose the program. Finally, an administration favorable to the native farmworker threw its support behind the native laborer, and through the Department of labor measures were passed that made it less attractive to hire foreign labor. In the end, the anti-bracero forces won out in Congress and defeated extension of the Mexican Farm Labor program. At the same time, the United States government, by setting the working standards for foreign workers, brought about an improvement in the working conditions and wages of native farm laborers. Besides the conflicts between domestic interests, Craig examines the international conflicts and issues involved, as well as the international agreements that were the basis of bracero contracting. He discusses with perception the program’s immediate and long-range effects on Mexico. His study analyzes and clarifies one of the most controversial domestic and international programs of the twentieth century.

In June 1990, Indigenous peoples shocked Ecuadorian elites with a powerful uprising that paralyzed the country for a week. Militants insisted that the government address Indigenous demands for land ownership, education, and economic development. This uprising was a milestone in the history of Ecuador’s social justice movements, and it inspired popular organizing efforts across Latin America. While the insurrection seemed to come out of nowhere, Marc Becker demonstrates that it emerged out of years of organizing and developing strategies to advance Indigenous rights. In this richly documented account, he chronicles a long history of Indigenous political activism in Ecuador, from the creation of the first local agricultural syndicates in the 1920s through the galvanizing protests of 1990. In so doing, he reveals the central role of women in Indigenous movements and the history of productive collaborations between rural Indigenous activists and urban leftist intellectuals. Becker explains how rural laborers and urban activists worked together in Ecuador, merging ethnic and class-based struggles for social justice. Socialists were often the first to defend Indigenous languages, cultures, and social organizations. They introduced rural activists to new tactics, including demonstrations and strikes. Drawing on leftist influences, Indigenous peoples became adept at reacting to immediate, local forms of exploitation while at the same time addressing broader underlying structural inequities. Through an examination of strike activity in the 1930s, the establishment of a national-level Ecuadorian Federation of Indians in 1944, and agitation for agrarian reform in the 1960s, Becker shows that the history of Indigenous mobilizations in Ecuador is longer and deeper than many contemporary observers have recognized.
