High Quality Content by WIKIPEDIA articles! The International Phonetic Alphabet was created soon after the International Phonetic Association was established in the late 19th century. It was intended as an international system of phonetic transcription for oral languages, originally for pedagogical purposes. The association was established in Paris in 1886 by French and British language teachers led by Paul Passy. The first published alphabet appears in Passy (1888). The association based their alphabet upon the Romic alphabet of Henry Sweet (1880 or 1881-1971), which in turn was based on the Phonotypic Alphabet of Isaac Pitman and Palaeotype of Alexander John Ellis (Kelly 1981). A. phonetic key alphabet, conducted by Assistant Professor Whipple, of the Cornell Psychological Laboratory, reported by him in a pamphlet recently issued, have had, with some people interested in the adoption of a scientific phonetic alphabet, an influence so out of proportion to their value and significance, that it seemed a possible service to the cause of education if one were to point out the inadequacy of Dr. Whipple's tests. The occasion has been made use of to suggest also some of the larger, more serious aspects of the problem. These may appeal to the schoolmen and educators who, as members of the N. E. A., are directly interested and concerned in the success of the alphabet, and aid them to recognize the advantages that may be secured to American schools by the adoption of a scientific phonetic alphabet for educational purposes.
