Excerpt from A History of the Church in Venezuela, 1810-1930 Within the church itself there prevailed the decentralization and factionalism so characteristic of Venemy. The institution was not able to control its own organization. Throughout the Span ish colonial church there were, indeed, bitter conflicts between the regular and secular clergy, but in Venezuela divisions occurred fre quently within' the separate orders and between the units of the secular organization. Such dissensions naturally lessened the political and social effectiveness of the institution. The relative neglect of this region by Spain and the poverty of Venezuela affected the church adversely; its personnel was always inadequate and its wealth was never equal to that of the Church in Mexico, in Peru, nor even in Colombia. But these conditions did not prevent the church in Ven ezuela from being the most effective Civilizing agent throughout the colonial period. This judgment may be made of its work both among the native peoples, whose nomadic habits made them so diffi cult to subdue, and in the Spanish towns, where the political am bitions of the creoles and the introduction of rationalistic philosophy in the eighteenth century threatened its control. Venezuela has had a long and bloody history of military dictatorships. Yet, since 1958, it has developed one of the few effective, competitive democracies in Latin America. To explain this transformation Daniel H. Levine analyzes the development of modern mass-based political parties with pervasive organizations and commanding strong loyalties; the changing structure and content of social and political conflict; and the gradual emergence of common norms governing political behavior. This book does not pretend to be a general survey of Venezuelan politics. Rather, it is an attempt to understand, for both theoretical and practical purposes, the development of shared "rules of the game" for political action in a heterogeneous society. Once these norms are accepted by key elites, and then imposed on recalcitrant oppositions, they provide a means of controlling and managing political conflict without eliminating it. Mr. Levine's conclusions are based primarily on case studies of specific political conflicts. His study of conflicts over educational reform uncovers the conditions in which a traditional sector of society—Catholic groups and institutions—moved from violent, total opposition to the political system to a position of accommodation. In the second case study he examines the role of students in politics, with special reference to the integration of students in national patterns of conflict and opposition. Female Citizens, Patriarchs, and the Law in Venezuela examines the effects that liberalism had on gender relations in the process of state formation in Caracas from the late eighteenth to the nineteenth century. The 1811 Venezuelan constitution granted everyone in the abstract, including women, the right to be citizens and equals, but at the same time permitted the continued use of older Spanish civil laws that accorded women inferior status and granted greater authority to male heads of households. Invoking citizenship for their own protection and that of their loved ones, some women went to court to claim the same civil liberties and protections granted to male citizens. In the late eighteenth century, colonial courts dispensed some protection to women in their conflicts with men; a century later, however, patriarchal prerogatives were reaffirmed in court sentences. Discouraging as this setback was, the actions of the women who had fought these legal battles raised an awareness of the discrepancies between the law and women?s daily lives, laying the groundwork for Venezuelan women?s organizations in the twentieth century. Drawing on a wealth of primary sources, historian Arlene D�az shows how the struggle for political power in the modern state reinforced and reproduced patriarchal authority. She also reveals how Venezuelan women from different classes, in public and private, coped strategically with their paradoxical status as equal citizens who nonetheless lacked power because of their gender. Shedding light on a fundamental but little examined dimension of modern nation building, Female Citizens, Patriarchs, and the Law in Venezuela gives voice to historic Venezuelan women while offering a detailed look at a society making the awkward transition from the colonial world to a modern one.
